According to the requirements of Notice on printing and distributing the development and revision plan of national engineering construction standards in 2016 (JIANBIAOHAN [2015] No. 274) issued by the Ministry of Housing and Urban-Rural Development, this code is revised on the basis of GB 50483-2009 Code for design of environmental protection of chemical industry projects (hereinafter referred to as the former standard) by China Petroleum & Chemical Engineering Survey and Design Association, China Tianchen Engineering Corporation jointly with the organizations concerned.
During the revision of this code, the drafting group based on widely soliciting opinions through conducting extensive investigation, summarizing practical experience accumulated in guiding the design of environmental protection of chemical industry since the implementation of the former standard, referring to current general requirements of the State on environmental protection and a series of environmental protection regulations and policies issued by the State Council, combining with the advanced chemical environmental protection technologies at home and abroad, and widely soliciting for opinions.
This standard consists of 10 clauses, with the main technical contents covering general provisions, terms, design content, factory site selection and general layout, prevention and control of waste gas pollutants, prevention and control of wastewater pollutants, disposal of solid waste, prevention and control of noise, environmental monitoring and environmental protection management.
The main technical contents revised in this code are as follows:
1. The inapplicable clauses are deleted, and the provisions adapting to the current environmental protection regulations, policies and standards are added.
2. 2 Terms
2.0.1 pollutant
substance produced by human production and life that has destructive effects on the environment; in the chemical industry, it refers to the substance discharged in the production process of chemical industry, which will change the normal composition and nature of the environment and directly or indirectly damage organisms and humans
2.0.2 total amount control

3 main pollution sources and pollutants of construction projects;
4 preliminary technical scheme for controlling pollution and ecological impact;
5 preliminary analysis of environmental and ecological impacts;
6 environmental protection investment estimation;
7 existing problems and suggestions.
3.0.3 The environmental protection design in the project application report shall include the following contents:
1 environmental status of the project area;
2 environmental carrying capacity of the project area;
3 national and local environmental protection regulations, policies and environmental protection standards;
4 main pollution sources and pollutants of construction projects;
5 environmental control measures and expected effects;

3.0.4 The clause (special clause) on environmental protection in engineering design shall include the following contents:
1 preparation basis;
2 environmental protection regulations and standards designed and implemented;
3 work overview;
4 main pollution sources and pollutants, specifying such characteristic parameters as type, composition, quantity, temperature and pressure as well as emission rules, methods and destination of pollutants;
5 comprehensive utilization and treatment measures as well as expected results;
6 greening scheme;
7 total amount control of pollutants;
8 environmental protection management institutions and personnel quota;
9 environmental monitoring institutions, facilities and personnel quota;
10 environmental protection investment budget;
11 implementation of contents required in environmental impact assessment and its approval documents;
12 existing problems and suggestions.
4 Factory site selection and general layout
4.0.1 The site selection of chemical industry projects shall conform to the local and regional development planning, environmental protection planning and industry orientation, the site shall be located in the planned chemical industry park, and meet the requirements of the environmental impact assessment on park planning and its approval documents.
4.0.2 The factory site selection shall be based on the natural environment and social environment, the conclusion of environmental impact assessment on industrial park planning as well as the nature, scale, pollution discharge characteristics and regional environmental carrying capacity of the proposed project; as demonstrated by analysis, the site scheme with the least environmental impact shall be preferred.
4.0.3 All chemical industry projects that discharge wastewater, waste gas, solid waste, odor pollutants and radioactive substances shall not be constructed in the following areas:
1 residential areas, cultural and educational areas determined by urban planning;
2 drinking water source protection areas;
3 scenic spots and historical sites, tourism spots, hot springs and convalescent areas;
4 nature reserves and ecological red line areas;
5 other areas requiring special protection.
4.0.4 The chemical industry projects with water environmental pollution risk should not be located within 1,000m from the coastline of major rivers and their main tributaries.
4.0.5 The chemical industry projects that discharge toxic and harmful waste gas should be arranged on the windward side of the annual minimum frequency wind direction of environmental protection targets such as local towns or residential areas.
4.0.6 The hazardous waste disposal site shall comply with the current standards GB 18598 Standard for pollution control on the security landfill site for hazardous wastes and HG/T 20504 Code for design of chemical hazardous wastes landfill.
4.0.7 The land for environmental protection engineering facilities shall be selected and arranged simultaneously with that for main work.
4.0.8 The flare facilities, toxic and harmful material storage depots, tank farm, loading and unloading station, sewage treatment plant, temporary hazardous waste storage area, waste landfill and incineration device should be arranged on the windward side of the minimum frequency wind direction throughout the year.
4.0.9 New chemical industry projects should be subjected to greening planning and design, and environmental protection requirements such as dust suppression and noise reduction should be considered in greening scheme.
