1.0.1 This code is formulated with a view to construct the urban accessible environment, improve the people's social and living quality, ensure the disabled to use the urban roads and buildings conveniently and safely, as well as to form a common code which must be complied with for the roads and buildings design.
1.0.2 This code is applicable to all kinds of urban roads, housing construction and residential areas which are being constructed, extended or renovated, as well as to the accessible design of places where the disabled live and work.
1.0.3 The corresponding facilities of the roads, transportations and buildings for people's walk and use should comply with the passing and using requirements of the wheelchair users, the stick users and the walking-aids users.
1.0.4 The accessible design should comprehensively consider its exquisited economic benefit, social benefit and environmental benefit according to the usage and purpose of the accessible environment construction.
1.0.5 Not only the regulations in this code, but also those in national current relevant compulsory standard shall be complied with.
