Introduction
This document aims to standardize and ensure the quality of toy products, protect children's lives and health as much as possible, and safeguard the interests of users and consumers.
All parts of GB (GB/T) 6675 Safety of toys and GB/T 19865 Safety of electric toys constitute a toy safety standard system. Toys that meet the requirements of these documents will reduce the potential dangers caused by the intended use (normal use) and the unintended use (reasonably foreseeable abuse).
GB (GB/T) 6675 Safety of toys includes basic code, general requirements and specific requirements, and it intends to consist:
——Part 1: Basic code
The purpose is to standardize the basic safety requirements of toy products.
——Part 2: Mechanical and physical properties
The purpose is to standardize the general requirements of mechanical and physical properties of toy products.
——Part 3: Flammability
The purpose is to standardize the general requirements of flammability of toy products.
——Part 4: Migration of certain elements
The purpose is to standardize the general requirements of migratable elements of toy products.
——Part 9: Experimental sets for chemistry and related activities
The purpose is to standardize the specific requirements of such toy products.
——Part 10: Olfactory board games, cosmetic kits and gustative games
The purpose is to standardize the specific requirements of such toy products.
——Part 11: Swings, slides and similar activity toys for indoor and outdoor family domestic use
The purpose is to standardize the specific requirements of such toy products.
——Part 13: Chemical toys (sets) other than experimental sets
The purpose is to standardize the specific requirements of such toy products.
——Part 14: Requirements and test methods of finger paints
The purpose is to standardize the specific requirements of such toy products.
This document is the basic code part of Safety of toys. The applicable toy products meeting the general requirements, specific requirements and GB/T 19865 are deemed to meet the corresponding requirements of this document.
This document cannot and does not intend to exempt parents from their responsibilities, including the responsibility of choosing suitable toys and the responsibility of supervision when children of different ages touch the same toy.
Safety of toys - Part 1: Basic code
1 Scope
This document specifies the basic safety requirements of toys, including mechanical and physical properties, explosion and flammability, chemical properties, electrical properties, hygiene requirements, radiation properties and labeling requirements, etc., and it describes the corresponding test methods.
This document is applicable to all toys (including toys for trial or free), i.e., any product designed or obviously intended for children under 14 to use in play, and also applicable to products that are not specially designed for play but have play functions for children under 14.
This standard is not applicable to the following products:
a) bicycles, the maximum height of whose saddle is greater than 435mm;
b) slingshot;
c) darts or javelins with metal tips;
d) playground equipment in public places;
e) barometric and pneumatic air guns and air pistols;
f) the main value of the finished product is not a play model kit, an entertaining item or a handicraft;
g) sporting goods and equipment, camping goods, sports equipment, musical instruments and furniture, but not including their toy imitations;
Note: generally, such goods, including musical instruments or sports equipment, are slightly different from their toy imitations. The intention, normal use and reasonably foreseeable abuse of the manufacturer or seller determine whether it is a toy imitation.
h) aircraft, rockets, ships and vehicle models driven by internal combustion engines, but not including their toy imitations;
i) collection not intended for children under the age of 14;
j) holiday decorations;
k) water equipment intended for deep water;
l) swimming learning devices and children's buoyancy aids, such as sitting laps and swimming aids;
m) toys installed in public places (such as streets and shopping malls);
n) puzzles with more than 500 pieces or without samples for professionals;
o) fireworks and firecrackers, including percussion caps (except toy percussion caps);
p) products containing heating elements and intended to be used in teaching under the supervision of adults;
q) steamer;
r) video toys with rated voltage exceeding 24V that can be connected to the video screen;
s) pacifier;
t) imitation weapons;
u) electric ovens, irons and other functional products with rated voltage exceeding 24V;
v) bow and arrow with the maximum slack length of bowstring greater than 120cm;
w) children's ornaments;
x) educational products, such as scientific equipment, used in schools and other teaching environments under the supervision of adult instructors;
y) electronic devices used to access interactive software and related peripherals, such as personal computers and game consoles, but excluding electronic devices or related peripherals specially designed for children and having play value, such as specially designed personal computers, keyboards, game consoles or steering wheels;
z) interactive software for entertainment and leisure, such as computer games and their storage media (such as CD);
aa) lamps attracting children;
bb) scooters, electric-driven vehicles or other vehicles intended for moving or using on public roads such as highways and sidewalks;
cc) toy transformer.

toy
any products designed or obviously intended for children under the age of 14 to play

aquatic toy
devices intended to carry children's weight for children to play in shallow water, whether inflatable or not
Note: Bathroom toys and beach balls are not considered as aquatic toys.

electric toy
toys of which at least one function requires electricity
3.4
functional product
proportional model products which are intended for teaching under the supervision of adults, with rated voltage greater than 24V, and having the same functions and usage modes as some products, appliances or equipment used by adults.
Example: Mini kitchenware with cooking function intended for children, etc.
