HJ 808-2016 Technical guidelines for environmental impact assessment format and content of environmental impact reports for nuclear power plants (English Version)
1 Application Scope
This standard specifies the requirements for preparation of environmental impact assessment of nuclear power plant construction projects in site selection stage, construction stage and operation stage.
This standard is applicable to the environmental impact assessment of construction projects of nuclear power plant (with electric power greater than 300MW) fixed on the ground and other nuclear power plants may also refer to the provisions of this standard.
2 Terminologies and Definitions
For the purposes of this standard, the following terminologies and definitions apply.
2.1 Effluents
The gaseous and liquid flows which contain very little radioactive substance, are discharged from practice source to the environment, meet the requirements of relevant standards, and are approved by supervision and management department.
2.2 Environment protection facilities
The equipment and installations required to make the substance produced during the production process and having impact on environment meet reutilization standard or emission requirements and the necessary equipment for monitoring of effluents and environment.
2.3 Associated projects (facilities)
Various associated service facilities, such as access road and emergency road, environmental laboratory and frontier station, heavy terminal, power supply line and reservoir, for the principal part of construction project.
2.4 Radiation environment impact
The radiation impact of gaseous and liquid radioactive substances and solid radioactive waste released from nuclear power plant on surrounding environment and the public.
2.5 Non-radiation environment impact
Impacts of nuclear power plant (except for radiation environment impact) on surrounding environment and the public, mainly including land and population, thermal discharge, non-radioactive and toxic substance, cooling tower and thermal plume discharge, noise and electromagnetism.
3 Working Stage
As for the environmental impact assessment of nuclear power plant construction project, according to the requirements of the Law of the People's Republic of China on Prevention and Control of Radioactive Pollution, the operating organization of nuclear power plant shall prepare environmental impact reports for site selection stage, construction stage and operation stage respectively before applying for site selection examination and approval, construction permit and initial charging permit.
