This standard is developed in accordance with the rules given in GB/T 1.1-2009.
This standard replaces GB 12021.3-2010 The minimum allowable value of the energy efficiency and energy efficiency grades for room air conditioners and GB 21455-2013 Minimum allowable values of the energy efficiency and energy efficiency grades for variable speed room air conditioners. In addition to editorial changes, the following main technical changes have been made with respect to GB 12021.3-2010 and GB 21455-2013:
——the scope of this standard is revised (see Clause 1);
——the energy efficiency grade indexes of products are revised (see Clause 4);
——the minimum allowable values of the energy efficiency are revised (see 5.1).
This standard was proposed by the Standardization Administration of the People’s Republic of China and the Department of Resource Conservation and Environmental Protection of the National Development and Reform Commission of the People's Republic of China.
This standard is under the jurisdiction of the Standardization Administration of the People’s Republic of China.
The previous editions of this standard are as follows:
——GB 12021.3-1989, GB 12021.3-2000, GB 12021.3-2004 and GB 12021.3-2010;
——GB 21455-2008 and GB 21455-2013.
Minimum allowable values of the energy efficiency and energy efficiency grades for room air conditioners
1 Scope
This standard specifies the energy efficiency grades, minimum allowable values of the energy efficiency and test methods for room air conditioners.
This standard is applicable to the room air conditioners with air-cooled condensers, fully enclosed electric compressors, rated cooling capacity not greater than 14,000 W and climate type T1, as well as the low ambient temperature air source heat pump air heaters with nominal heating capacity not greater than 14,000W.
This standard is not applicable to portable air conditioners, VRV air conditioning units and air duct air conditioners.

The following referenced documents are indispensable for the application of this document. For dated references, only the edition cited applies. For undated references, the latest edition of the referenced document (including any amendments) applies.
GB/T 7725-2004 Room air conditioners
GB/T 35758-2017 Household electrical appliances - Measurement of standby power
JB/T 13573-2018 Low ambient temperature air source heat pump air heaters
3 Terms and definitions
For the purposes of this document, the terms and definitions given in GB/T 7725-2004 and JB/T 13573-2018 as well as the following apply.
3.1
minimum allowable values of energy efficiency for room air conditioners
minimum allowable value of energy efficiency during cooling and heating operation under specified working conditions
3.2
minimum allowable values of energy efficiency for low ambient temperature air source heat pump air heaters
minimum allowable value of the heating seasonal performance factor during heating operation under specified working conditions
3.3
energy consumption in standby mode
energy consumption of the product when powered on but in a non-working state; standby mode is the lowest energy consumption mode of the appliance, in which, the appliance timely monitors the control signals from the remote control device, internal sensor or similar devices that enable it to enter the working state
Note: in this mode, the input power of protection devices with similar functions such as crankcase heater is not included.
4 Energy efficiency grades
4.1 Energy efficiency grades of room air conditioners
4.1.1 The energy efficiency of room air conditioners is classified into five grades, of which, Grade 1 is the highest.
4.1.2 The energy efficiency of heat pump room air conditioners is graded according to the measured annual performance factor (APF) of the product, and APF for each energy efficiency grade shall not be less than that specified in Table 1.
