1 Application scope
This standard specifies the emission limits and monitoring requirements of water and air pollutants from secondary nonferrous metals (copper, aluminum, lead and zinc) industrial enterprises, as well as relevant provisions for implementation and supervision of this standard.
This standard is applicable to the management of water and air pollutant emission in secondary nonferrous metals (copper, aluminum, lead and zinc) industrial enterprises, as well as the environmental impact assessment, environmental protection facilities design, environmental protection acceptance after completion and the post-operational management of water and air pollutant emission.
If waste nonferrous metals are added to raw materials of primary nonferrous metal industrial enterprises, the corresponding emission standards for pollutants in primary nonferrous metal industry shall be implemented.
This standard is not applicable to the emission management of water and air pollutants in industrial enterprises such as primary nonferrous metal smelting and rolling processing; it is also not applicable to the emission management of water and air pollutants from non-typical processing and facilities affiliated to the secondary nonferrous metal industrial enterprises.
This standard is applicable to legal pollutant behavior. In addition to the implementation of this standard, the site selection of newly-set pollution sources and the management of pollution sources in special protection areas shall comply with the relevant provisions specified in laws, regulations and rules, such as Law of the People's Republic of China on Prevention and Control of Water Pollution, Law of the People’s Republic of China on the Prevention and Control of Atmospheric Pollution, Marine Environmental Protection Law of the People's Republic of China, Law of the People's Republic of China on Prevention and Control of Environmental Pollution by Solid Waste, Law of the People's Republic of China on Environmental Impact Assessment.
The water pollutant emission control requirements specified in this standard are applicable to the behavior of enterprises directly or indirectly discharging water pollutants outside their legal boundaries.

1 Application scope
This standard specifies the emission limits and monitoring requirements of water and air pollutants from secondary nonferrous metals (copper, aluminum, lead and zinc) industrial enterprises, as well as relevant provisions for implementation and supervision of this standard.
This standard is applicable to the management of water and air pollutant emission in secondary nonferrous metals (copper, aluminum, lead and zinc) industrial enterprises, as well as the environmental impact assessment, environmental protection facilities design, environmental protection acceptance after completion and the post-operational management of water and air pollutant emission.
