3 Terminologies and Definitions
For the purposes of this document, the following terminologies and definitions given in GB/T 32960.1 and the following ones apply.
3.1
integrated on-board terminal
the on-board terminal designed on other device or system integrately
3.2
independent on-board terminal
the on-board terminal designed as independent device or system independently
4 Requirements
4.1 General requirements
4.1.1 Integrated and independent on-board terminals shall meet those specified in this part.
4.1.2 The data stored in on-board terminal and the data appeared during the transmission between on-board terminal and enterprise service and management platform can be encrypted. Encrypted data shall be complete, accurate and undeniable.
4.2 Function requirements
4.2.1 Time and date
Time and date shall be provided on on-board terminal. Time shall be accurate to second and date shall be accurate to day.
Compared with standard time, the time error is ±5s within 24h.
4.2.2 Data collection
On-board terminal shall collect the real-time data required by public service and management platform in GB/T 32960.3-2016. The frequency of real-time data collection shall not be less than once per second.
4.2.3 Data storage
4.2.3.1 On-board terminal shall store the collected real-time data in internal storage medium by the time interval of no more than 30s. Provided that the vehicle gives Level-3 alarm as specified in Table 17 of GB/T 32960.3-2016, on-board terminal shall store the collected real-time data in internal storage medium by the time interval of no more than 1s.
4.2.3.2 The capacity of storage medium in on-board terminal shall be able to store the real-time data of at least 7d. When the storage medium in on-board terminal is full, automatic cycle coverage function of internal storage data shall be provided.
4.2.3.3 The data stored in on-board terminal shall be readable.
4.2.3.4 In case of power breakdown and the on-board terminal stopping working, the on-board terminal shall keep the data which has been stored in internal medium before the power breakdown complete.
4.2.4 Data transmission
4.2.4.1 On-board terminal shall be capable of sending the collected real-time data to enterprise service and management platform.
4.2.4.2 The transmission time interval and data category for the real-time data uploaded from on-board terminal to enterprise service and management platform shall meet the relevant requirements of GB/T 32960.3-2016.
4.2.5 Data supplementary sending
In case of communication failure, the on-board terminal shall store the collected real-time data in local-storage medium, and send the real-time data after communication is returned to normal. The supplementary data and supplementary way shall meet the relevant requirements of GB/T 32960.3-2016.
4.2.6 Register and activation
On-board terminal shall be capable of supporting the register and activation in enterprise service and management platform by remote mode.
4.2.7 Independent operation
On-board terminal shall be capable of operating independently when external supply is disconnected abnormally and guaranteeing the uploading of the data appeared 10min before the disconnection of external power supply to enterprise service and management platform.

4.2.8 Remote control
On-board terminal should be provided with functions like selfchecking, remote inquiry, remote parameter setting and remote upgrade.
4.3 Performance requirements
4.3.1 Electrical adaptability
4.3.1.1 Starting time
For on-board terminal, the time from powered operation to realizing real-time data collection shall not exceed 120s.
4.3.1.2 Operating voltage range
The operating voltage range of on-board terminal shall meet those specified in Table 1. All functions of on-board terminal during and after the test conducted by test method specified in 5.2.1.2 shall be Grade A defined in GB/T 28046.1-2011.

4.3.1.3 Overvoltage performance
The overvoltage performance of on-board terminal shall meet those specified in 4.3, GB/T 28046.2-2011.
4.3.1.4 Power supply voltage ramp performance
The power supply voltage ramp performance of on-board terminal shall meet those specified in 4.5, GB/T 28046.2-2011.
4.3.1.5 Reverse voltage performance
The reverse voltage performance of on-board terminal shall meet those specified in the second case in 4.7, GB/T 28046.2-2011.
4.3.2 Environmental adaptation
4.3.2.1 Operating temperature range
In case that the main power supply of vehicle supplies power, the operating temperature range is -30℃~+70℃.
4.3.2.2 Storage temperature range
Storage temperature range: -40℃~+85℃.
4.3.2.3 Mechanical vibration resistance
The mechanical vibration resistance of on-board terminal shall meet those specified in 4.1, GB/T 28046.3-2011.
4.3.2.4 Mechanical shock resistance
The mechanical shock resistance of on-board terminal shall meet those specified in 4.2, GB/T 28046.3-2011 according to installation position of on-board terminal.
4.3.2.5 Enclosure protection performance
The enclosure protection grade of on-board terminal shall be selected according to those specified in Table A.1 of GB/T 28046.4-2011. After the test, all functions of on-board terminal shall be Grade A defined in GB/T 28046.1-2011.
4.3.2.6 Low temperature performance
The low temperature storage and operating performance of on-board terminal shall meet those specified in 5.1.1, GB/T 28046.4-2011.
4.3.2.7 High temperature performance
The high temperature storage and operating performance of on-board terminal shall meet those specified in 5.1.2, GB/T 28046.4-2011.
4.3.2.8 Temperature gradient
The temperature gradient of on-board terminal shall meet those specified in 5.2, GB/T 28046.4-2011.
4.3.2.9 Heat and moisture circulation
The heat and moisture circulation of on-board terminal shall meet those specified in Test 1 in 5.6, GB/T 28046.4-2011.
4.3.3 Electromagnetic compatibility
4.3.3.1 Electrical transient conduction immunity along supply lines only
The pulse severity of electrical transient conduction immunity test along supply lines only shall meet those specified in Grade III in Table A.1 or Table A.2 of GB/T 21437.2-2008. Test is conducted according to those specified in 5.2.3.1. Then all the functions of on-board terminal during and after the test shall meet the requirements of Table A.4 or Table A.5 in GB/T 21437.2-2008.
4.3.3.2 Coupling electric transient transmission immunity
The pulse severity of coupling electric transient transmission immunity test shall meet those specified in Grade III in Table B.1 or Table B.2 of GB/T 21437.3-2012. Test is conducted according to those specified in 5.2.3.2. Then all the functions of on-board terminal during and after the test shall be Grade A defined in GB/T 28046.1-2011.
4.3.3.3 Radiated immunity
The limit of radiated immunity shall meet the requirements of bulk current injection method and free land method in Table 1 of GB/T 17619-1998. Test is conducted according to those specified in 5.2.3.3. Then all the functions of on-board terminal during and after the test shall be Grade A defined in GB/T 28046.1-2011.
4.3.3.4 Electrostatic discharge immunity
The limit of electrostatic discharge immunity shall meet the requirements of contact discharge ±6kV and air discharge ±15kV in Table B.3 of GB/T 19951-2005. Test is conducted according to those specified in 5.2.3.4. Then all the functions of on-board terminal during and after the test shall be Grade A defined in GB/T 28046.1-2011.
4.3.3.5 Radiated emission and conducted emission
The limits of radiated and conducted emission of radio shall meet the requirements of Grade 3 in Table 5 or Table 6 (voltage method) in Chapter 6, GB/T 18655-2010.
4.3.4 Reliability
The service life of on-board terminal shall not be less than 5 years.
5 Test Methods
5.1 Function test
On-board terminal shall be verified item by item according to the functions specified in 4.2.
5.2 Performance test
5.2.1 Electrical adaptability test
5.2.1.1 Starting time
The time from powered operation of on-board terminal to realizing real-time data collection is recorded.
5.2.1.2 Operating voltage range
The input voltage of on-board terminal shall be controlled within the range specified in Table 1 and the on-board terminal function specified in 4.2 shall be tested.
5.2.1.3 Overvoltage performance
The overvoltage performance of on-board terminal shall be tested according to the method in 4.3, GB/T 28046.2-2011.
5.2.1.4 Power supply voltage ramp performance
The power supply voltage ramp performance of on-board terminal shall be tested according to the method in 4.5, GB/T 28046.2-2011.
5.2.1.5 Reverse voltage performance
The reverse voltage performance of on-board terminal shall meet be tested according to the method in the second case in 4.7, GB/T 28046.2-2011.

The pulse severity of electrical transient conduction immunity test along supply lines only shall meet those specified in Grade III in Table A.1 or Table A.2 of GB/T 21437.2-2008. Test is conducted according to those specified in 5.2.3.1. Then all the functions of on-board terminal during and after the test shall meet the requirements of Table A.4 or Table A.5 in GB/T 21437.2-2008.
4.3.3.2 Coupling electric transient transmission immunity
The pulse severity of coupling electric transient transmission immunity test shall meet those specified in Grade III in Table B.1 or Table B.2 of GB/T 21437.3-2012. Test is conducted according to those specified in 5.2.3.2. Then all the functions of on-board terminal during and after the test shall be Grade A defined in GB/T 28046.1-2011.
4.3.3.3 Radiated immunity
The limit of radiated immunity shall meet the requirements of bulk current injection method and free land method in Table 1 of GB/T 17619-1998. Test is conducted according to those specified in 5.2.3.3. Then all the functions of on-board terminal during and after the test shall be Grade A defined in GB/T 28046.1-2011.
4.3.3.4 Electrostatic discharge immunity
The limit of electrostatic discharge immunity shall meet the requirements of contact discharge ±6kV and air discharge ±15kV in Table B.3 of GB/T 19951-2005. Test is conducted according to those specified in 5.2.3.4. Then all the functions of on-board terminal during and after the test shall be Grade A defined in GB/T 28046.1-2011.
4.3.3.5 Radiated emission and conducted emission
The limits of radiated and conducted emission of radio shall meet the requirements of Grade 3 in Table 5 or Table 6 (voltage method) in Chapter 6, GB/T 18655-2010.
4.3.4 Reliability
The service life of on-board terminal shall not be less than 5 years.
5 Test Methods
5.1 Function test
On-board terminal shall be verified item by item according to the functions specified in 4.2.
5.2 Performance test
5.2.1 Electrical adaptability test
5.2.1.1 Starting time
The time from powered operation of on-board terminal to realizing real-time data collection is recorded.
5.2.1.2 Operating voltage range
The input voltage of on-board terminal shall be controlled within the range specified in Table 1 and the on-board terminal function specified in 4.2 shall be tested.
5.2.1.3 Overvoltage performance
The overvoltage performance of on-board terminal shall be tested according to the method in 4.3, GB/T 28046.2-2011.
5.2.1.4 Power supply voltage ramp performance
The power supply voltage ramp performance of on-board terminal shall be tested according to the method in 4.5, GB/T 28046.2-2011.
5.2.1.5 Reverse voltage performance
The reverse voltage performance of on-board terminal shall meet be tested according to the method in the second case in 4.7, GB/T 28046.2-2011.
5.2.2 Environmental adaptation test
5.2.2.1 Mechanical vibration resistance
The mechanical vibration resistance of on-board terminal shall be tested according to the method in 4.1, GB/T 28046.3-2011.
5.2.2.2 Mechanical shock resistance
The mechanical shock resistance of on-board terminal shall be tested according to the method in 4.2, GB/T 28046.3-2011 according to installation position of on-board terminal.
5.2.2.3 Enclosure protection performance
The enclosure protection grade of on-board terminal shall be selected according to those specified in 4.3.2.3. Test shall be conducted in accordance with the method specified in GB 4208.
5.2.2.4 Low temperature performance
The low temperature storage and operating performance of on-board terminal shall be tested according to the method in 5.1.1, GB/T 28046.4-2011.
5.2.2.5 High temperature performance
The high temperature storage and operating performance of on-board terminal shall be tested according to the method in 5.1.2, GB/T 28046.4-2011.
5.2.2.6 Temperature gradient
The temperature gradient of on-board terminal shall be tested according to the method in 5.2, GB/T 28046.4-2011.
5.2.2.7 Heat and moisture circulation
The heat and moisture circulation of on-board terminal shall be tested according to the method in Test 1 in 5.6, GB/T 28046.4-2011.
