1 Scope
This document specifies the requirements for road environment, traffic facilities, traffic control, road lighting, traffic operation, road monitoring and communication, and test guarantee of public roads for intelligent and connected vehicle operation safety test.
This document is applicable to the selection, construction and determination of public roads for operation safety test of intelligent and connected vehicles with Level 3 driving automation (conditional automatic driving) and above as specified in GB/T 40429-2021. It may also serve as a reference for the selection, construction and determination of public roads required for demonstration application of intelligent and connected vehicles.

3 Terms and definitions
For the purposes of this document, the terms and definitions given in GB/T 43766 and the following apply.
3.1
public test road
public road for test vehicles to carry out operational safety tests

3.2
roadside equipment
equipment laid on the roadside of the public test road (3.1), which is used to serve the safety test activities and realize the functions of monitoring, communication and high-precision positioning
4 Road environmental requirements
4.1 General requirements
4.1.1 Urban roads (including expressways) or Class III and above highways (including expressways) should be selected as public test roads, while Class IV highways and other highways should not be set as public test roads.
4.1.2 Public test roads at the same class should be set continuously. The total length of one-way continuous public test roads at each class shall meet those specified in Table 1.
