1 General Provisions
1.0.1 This code is formulated with view to preventing and reducing static hazard, guaranteeing safety production of petrochemical enterprises, implementing policy of putting prevention first in design of petrochemical industry, and achieving advanced technology, economy and rationality as well as safety and usability through anti-static measures.
1.0.2 This code is applicable to the static electricity grounding design of the constructed, extended and renovated engineering of petrochemical enterprises with static hazards.
1.0.3 Static electricity grounding is one of main measures against the static hazard. For the anti-static design of petrochemical enterprises, process, pipeline, equipment, storage and transportation, ventilation and electrical disciplines shall be mutually coordinated and comprehensively considered. Moreover, the following measures shall be taken against the static hazard:
1 Process conditions are improved; in the process of production, storage and transportation, a great deal of electrostatic charge shall be avoided as much as possible;
2 Electrostatic accumulation is prevented; dissipation path is provided for the electrostatic charge as much as possible, adequate dissipation time is guaranteed and electrostatic charge is leaked and exported;
3 Electrostatic eliminator suitable to different environments is selected; and neutralization and dissipation are carried out for the electrostatic charge accumulated on the charged body;
4 Shielding or compartment shield is carried out for the electrostatic objects and the shield shall be grounded reliably;
5 During the design of the process device or manufacturing of equipment, high-energy electrostatic discharge conditions shall be avoided as much as possible, for example, the container is kept free from slender conductive protrusion and ungrounded isolated conductor;
6 Surrounding environment conditions of the electrified body are improved; concentration of the combustibles in the gas is controlled so that it is kept beyond the explosion limit;
7 Human body is prevented against electrification.
1.0.4 The static electricity grounding design shall not only meet those specified in this code, but also requirements of relevant national current mandatory standards and codes.
Calculation for the earthing resistance of the static electricity shall meet the requirements of the current national standard "Specifications for the Design of Grounding (Earthing) of Industrial and Civil Electric System (Trial)" (GBJ 65-83).
