TB/T 1718 consists of the following three parts under the general title Wheelsets assembly for locomotive and rolling stock:
——Part 1: locomotive;
——Part 2: Railway rolling stock;
——Part 3: EMU/DMU
This part is Part 2 of TB/T 1718.
This part is developed in accordance with the rules given in GB/T 1.1-2009.
This part replaces TB/T 1718-2003 Technical requirements of railway vehicles wheelset installation and partially replaces TB/T 2562-1995 Test method for static balance of wheel and dynamic balance of wheelset of railway passenger car. This part is mainly based on TB/T 1718-2003, and incorporates the dynamic unbalance of wheelset with maximum operating speed less than or equal to 200km/h specified in TB/T 2562-1995. The following main technical changes have been made with respect to TB/T 1718-2003:
——The width difference of cast steel wheel rim assembled on the same axle is modified (see Table 1; Table 1 of Edition 2003);
——The requirements of roundness, cylindricity and surface roughness of the disc hub hole after processing are deleted (see 4.3.6 of Edition 2003);
——The requirements of the transition arc radius of the wheel hub hole and the outer end surface of the wheel hub are deleted (see 4.3.7 of Edition 2003);
——The requirements of static unbalanced position of wheel and brake disc are modified (see 4.1.3; Table 3 of Edition 2003)
——The requirements that mineral oil may be coated on the surface of the wheel seat (disc seat) and the inner diameter surface of the wheel hub hole (disc hub hole) are added (see 4.2.1);
——The requirements of effective overhanging of the wheel shaft after wheelset assembly are added (see 4.2.5);
——The requirements of press assembling force of LZ45CrV steel axle are added (see Table2);
——The requirements of the second assembly in case of rejected press assembling force curve after wheelset press assembly are modified (see 4.2.8 and A.2.6; 4.4.7 and A.2.6 of Edition 2003);
——The requirements for oil-filled press disassembling are modified (see 4.2.10, 4.6 of Edition 2003);
——The requirements for hot charging of wheel and axle are added (see 4.3);
——The requirements of wheelset after assembling are modified (see Table 3, Table 3 of Edition 2003);
——The requirements of dynamic unbalance after assembling of wheelset are added (see 4.4.3);
——The management contents of the press assembling curve in retention period are deleted (see 4.4.4 and A.2.7 of Edition 2003).

Wheelsets assembly for locomotive and rolling stock - Part 2: Railway rolling stock
1 Scope
This part of TB/T 1718 specifies the technical requirements of parts and components and wheelset assembly as well as the inspection, marking, painting and protection of railway rolling stock wheelsets.
It is applicable to the assembly of new wheels, new axles and new brake discs of railway rolling stocks with a maximum operating speed of less than or equal to 200km/h.
It is not applicable to the assembly of power rolling stock wheelsets and the oil-filled press assembling wheelsets.

3 Technical requirements of parts and components
3.1 General provisions
The axles, wheels and brake discs shall be in accordance with the product drawings and technical documents approved according to the established procedures.
3.2 Axle
3.2.1 Axle shall comply with the requirements of TB/T 1010 and TB/T 2945 or the corresponding technical documents.
3.2.2 Grinding or rolling process may be adopted for the final processing of wheel seat (disc seat). Rolling process, where used as the final processing, may be carried out only after the upper limit of the final turning processed surface roughness Ra of the wheel seat (disc seat) reaches 3.2μm. After the grinding or rolling of wheel seat (disc seat), the upper limit of surface roughness Ra shall be1.6μm and the roundness tolerance shall be 0.02mm; the cylindricity tolerance of truck wheel seat (disc seat) shall be 0.05mm while that of passenger car wheel seat (disc seat) shall be 0.015mm; the run-out of passenger car wheel seat (disc seat) shall be 0.03mm. The large end shall be on the inner side.
3.3 Wheel
3.3.1 Wheels shall comply with the requirements of TB/T 1010, TB/T 1013, TB/T 2817, TB/T 2708 or the corresponding technical documents.
3.3.2 For the processed wheel hub hole, the roundness tolerance is 0.02mm, the cylindricity tolerance is 0.05mm, and the large end shall be on the inner side; the upper limit of inner diameter surface roughness Ra of the wheel hub hole is 6.3μm.
3.3.3 Unless otherwise specified in the drawing, for the processed wheel hub hole, the radius of the transition arc of the wheel hub hole and the inner end surface of the wheel hub is 3mm.
3.4 Brake disc
Brake disc shall comply with the requirements of TB/T 2980 or the corresponding technical documents.
4 Technical requirements for wheelset assembly
4.1 Basic requirements
4.1.1 Wheels and brake discs of the same type, material and manufacturer shall be assembled on the same axle.
4.1.2 The width difference of two wheel rims assembled on the same axle shall comply with the requirements of Table 1.
