Pressure piping components type test regulation
1 General
1.1 Objective
This regulation was formulated according to laws and regulations including the Special Equipment Safety Law of the People's Republic of China and Regulations on safety supervision of special equipment with a view to standardizing the type test of pressure piping components.
1.2 Type test
Pressure piping components type test (hereafter referred to as type test) refers to the activity to verify the safety and reliability of the components through technical data review, safety performance inspection and test against the safety technical specification as specified in this regulation, by the inspection organization authorized to conduct type test (hereinafter referred to as type test organization), on the basis that the pressure piping components manufacturer (hereafter referred to as manufacturer) passes quality inspection and test.
1.3 Application scope
This regulation is applicable to the pressure piping components in the List of Special Equipment used within the territory of the People's Republic of China. For specific products, see Annex A of this regulation.
1.4 Type test organization and personnel
1.4.1 Type test organization
(1) shall obtain corresponding qualifications and conduct type test in accordance with the approved scope;
(2) shall build a quality management system and maintain effective implementation;
(3) shall make the type test plan timely and inform the manufacturer to make preparations for the type test after receiving the type test application (or contract);
(4) shall provide the manufacturer with the type test plan and the qualification of the type test personnel;
(5) shall timely report to the provincial and municipal market supervision departments where the manufacturer is located if the conclusion of the type test is unacceptable;
(6) shall be responsible for the compliance of sampling, as well as the authenticity, accuracy and validity of the type test report, certificate and certificate extension conclusion.
1.4.2 Type test personnel
(1) shall have corresponding type test qualifications for special equipment;
(2) shall conduct type test timely according to the type test plan, and be responsible for the test conclusion;
(3) shall keep the technical data provided by the manufacturer properly, and be liable for confidentiality;
(4) shall report to the type test organization timely for any problem in the safety performance of the manufacturer’s products;
(5) shall not have any behavior that affects the impartiality of the type test.
1.5 Manufacturer
(1) shall build a quality management system for special equipment manufacturing and maintain effective implementation, and be responsible for the quality of products covered by the type test certificate;
(2) shall provide the type test organization with resources such as personnel, workplace, equipment and facilities, as well as quality management system documents, technical documents, inspection records and test reports related to the type test samples, and specify batch sampling products;
(3) shall be responsible for the authenticity and validity of all the data provided and the type test samples manufactured by it, and be responsible for the consistency of the type test sample data with the physical products;
(4) shall not deliver or hand over the products that shall have been conducted with type test but fail to pass the test or the products that beyond the coverage of the type test certificate.
1.6 Management requirements
The manufacturer and type test organization shall strictly implement this regulation. The manufacturer shall apply the type test mark "TSX" on the product or quality certificate. The type test organization shall timely input the data (type test report and certificate, certificate extension conclusion report) required into the special equipment information management system according to the provisions on the information management of special equipment safety technical specification.
2 Type test procedures and requirements
2.1 Basic procedure
Basic procedure of type test includes application, acceptance, preparation of type test plan, technical document review, sampling, sample inspection and test, issuance of type test report and certificate.
2.2 Application
When applying to the type test organization, the manufacturer shall provide the following:
(1) Application form for pressure piping components type test (see Annex B);
(2) business license of the manufacturer;
(3) the name, specification range, product technical parameters and standards adopted for the product to be applied for type test, etc. When the manufacturer adopts enterprise standards or international standards, it shall also provide a compliance statement that meets the requirements of relevant safety technical specifications;
(4) list of production equipment and testing equipment for main processes
(5) a written statement that the same application has not been submitted to any other type test organization.
(6) other data required for type test.
2.3 Acceptance
2.3.1 Accept the application
Upon receiving the application data, the type test organization shall accept the application within 5 working days if the data are complete and meet the requirements, and inform the manufacturer in writing.
2.3.2 Correction
Upon receiving the application data, the type test organization shall inform the manufacturer of all contents to be corrected at one time within 5 working days in case the data are incomplete or fail to meet the requirements, and issue a Notice of correction of application data for pressure piping components type test.
2.3.3 Reject the application
Upon receiving the application data, the type test organization shall make it clear to reject the application and inform the manufacturer within 5 working days in case:
(1) the application item is not within the scope of type test, or is not within the approval scope of the type test organization;
(2) concealing of relevant conditions or provision of false data is found;
2.3.4 Change of application information
If the application has been accepted, but the manufacturer wants to change its name, domicile, manufacturing address, product name, specification range, product technical parameters or the product standards adopted before type test, it shall reapply.
2.4 Preparation of type test plan
2.4.1 Basic principles
The type test organization shall prepare type test plan according to the design method, manufacturing process, structural type and expected failure mode of the type test product, considering the product name, specification range, product technical parameters and adopted standards provided by the manufacturer.
2.4.2 Main contents
Type test plan shall at least include:
(1) the type test basis (safety technical regulations and product standards adopted);
(2) the determination of the sampling plan;
(3) the review contents of technical documents;
(4) the inspection and test items of samples and their requirements;
(5) the inspection and test methods for major projects, and their main testing instruments and test equipment.
2.4.3 Determination of sampling plan
The determination of sampling plan shall meet the following requirements:
(1) the type test organization shall take into account the product standards adopted, the influence of manufacturing process on product safety performance and the product range covered by the sample (see Annexes C to K) to determine the name and specifications of the sample;
(2) unless otherwise specified in Annexes C to K hereof, two pieces of products with the same design method, the same designation of raw materials, the same manufacturing process and the same size shall be randomly selected for type test for each inspection and test item, and the sampling base of samples is generally not less than five pieces (except for pressure piping components with special structures or materials which are expensive to manufacture and cannot be mass-produced).
2.4.4 Sample inspection and test items, methods and requirements
Sample inspection and test shall meet the following requirements:
(1) the inspection and test items of samples shall meet the requirements of Annexes C to K hereof;
(2) the inspection and test methods and requirements shall meet the requirements of Annexes C to K hereof. Where there are no requirements in Annexes C to K hereof, the product standards on which the samples are based shall apply;
(3) for pressure piping components with special structure or special materials, if their manufacturing cost is high and cannot be mass-produced, the type test organization may adopt appropriate test analysis methods instead of destructive tests after organizing experts to demonstrate (the demonstration report is attached to the type test report) and informing the provincial market supervision department where the manufacturer is located in writing, and the type testing organization shall be responsible for the test methods and results.

Pressure piping components type test regulation
1 General
1.1 Objective

1.2 Type test

2.3 Acceptance
