Chapter 1 General Provisions
Article 1 This Regulation is prepared according to "Regulations on Safety Supervision of Special Equipment" and "Supervision Administration Method for Energy Conservation for High Energy Consumption Special Equipment" to normalize boiler energy conservation works and promote integration of boiler safety and economy.
Article 2 This Regulation is applicable to boiler and its auxiliary machine fueled by coal, oil and gas in the scope specified in "Regulations on Safety Supervision of Special Equipment", monitoring measuring instrument, water processing system and control system (hereinafter referred to as boiler and its system)
This Regulation may be used as reference for the supervision administration of energy conservation technology of the boiler, electrically heated boiler and exhaust-heat boiler fueled by other fuels.
Article 3 This Regulation specifies basic requirements for energy conservation of boiler and its system. As for the boilers in the application scope, their design, manufacture, installation, alternation and repair, application and inspection and testing shall comply with this Regulation.
All-level quality and technical supervision departments shall be responsible for supervising the implementation of this Regulation.
Article 4 The manufacturing units are encouraged to study and adopt new techniques and new processes to improve energy conversion utilization efficiency of the boiler and its system to meet the requirements of safety, energy conservation and environmental protection.
Various industrial boiler products in conformity with the specified target value of thermal efficiency index of industrial boiler (see Attachment A) may be used as one of the conditions to evaluate the industrial boiler energy conservation products.
Chapter 2 Design
Article 5 The design of the boiler and its system shall meet the requirements of national relevant laws and regulations on energy conservation, safety technical regulation and corresponding standards; in the evaluation of the boiler design documents, the content related to energy conservation shall be checked; the design document failed to conform to energy conservation requirements shall not be allowed to pass the evaluation.
Design thermal efficiency of various industrial boilers shall the requirements of limited value in Attachment A; the thermal efficiency of station boiler shall meet corresponding standards or the design requirements.
Article 6 The boiler design shall include heating power calculation, flue gas and air resistance calculation, hydrodynamic force calculation to define the economical properties of the boiler and its system.
Article 7 The design instruction for boiler shall include main parameters concerned to economical operation of boiler like condition range for stable and safe operation of boiler, design fuel requirements, fuel consumption, design thermal efficiency, metal consumption of boiler, auxiliary machine parameters, exhaust temperature, feed temperature, excess air coefficient as well as their design basis.
Boiler installation instruction shall include system design overview, installation instruction requirements and economical operation instruction.
Article 8 The boiler exhaust temperature design shall comprehensively consider boiler safety and economy and meet the following requirements:
(I) As for steam boiler with rated evaporation less than 1t/h, not higher than 230℃;
(II) As for hot water boiler with rated thermal power less than 0.7MW, not higher than 180℃;
(III) As for steam boiler with rated evaporation greater than or equal to 1t/h and hot water boiler with rated thermal power greater than or equal to 0.7MW, not higher than 170℃;
(IV) As for organic thermal medium boiler with rated thermal power less than or equal to 1.4MW, not higher than medium temperature at inlet 50℃;
(V) As for organic thermal medium boiler with rated thermal power greater than 1.4MW, not higher than 170℃.
Article 9 Excess air coefficient at the boiler to emit the smoke shall meet the following requirements:
(I) As for fluidized bed boiler and membrane wall boiler, not greater than 1.4;
(II) As for other layered combustion boiler besides foresaid, not greater than 1.65;
(III) As for positive pressure fuel oil (gas) boiler, not greater than 1.15;
(IV) As for negative pressure fuel oil (gas) boiler, not greater than 1.25.
Article 10 The design of boiler combustion equipment and furnace structure shall meet the following requirements:
(I) Appropriate design, appropriate to design fuel type; safe, stable and high-efficient combustion ensured;
(II) Boiler air equipment is reliable in structure and easy in operation; the wind pressure and air volume are able to ensure that fuel sufficiently combusts and air distribution adjustment is flexible and effective;
(III) For the combustion equipment of layered combustion boiler, such a structure should be adopted which has little compound leakage, small air leakage rate and uniformly distributed feed layer thickness; moreover, a reasonable venting area ratio shall be selected so that the furnace arch is able to organize in-boiler fume flow and heat radiation effectively in order to meet requirements of ignition and supplemental firing of fresh material layer and ensure fuel may fire stably and burn out.
Article 11 Heating surface is arranged appropriately according to different fuel characteristics and boiler structure and an appropriate and economical fume flow is selected to reduce the resistance at the fume side.
Article 12 The boiler structure shall be such that the heating surface is easy to clean. For the boilers whose rated evaporation is greater than or equal to 10t/h and rated thermal power is greater than or equal to 7MW, the deashing devices shall be arranged when the convection surface is easy to accumulate dust.
Article 13 The boiler wall, flue duct, various thermal equipment, heating pipeline and valves shall have be sealed well and provided with good thermal insulation property. The outside surface temperature of the boiler over 300mm from the door (hole), at ambient environment 25℃, shall not exceed 50℃ and the furnace top shall not exceed 70℃' surface temperature for various thermal equipment, heating pipelines and valves shall not exceed 50℃.
Article 14 The access door (hole) shall be arranged appropriately to easily remove dust and dirty of the heating surface and convenient for maintenance. The seal structure shall be adopted at boiler door (hole), sighthole and slag notch to ensure the boiler's air leakage factor is within the design requirements.
Article 15 The arrangement of measurement, inspection and control instruments of boiler shall meet the requirements of "Boiler Instrument Arrangement Requirements" (see Attachment B). The flue duct to connect boiler proper and tail shall reserve a metering port (point) for energy efficiency test and control to test and record boiler operation condition.
Article 16 In the boiler room system design, energy efficiency shall be improved adequately without any influence on safety performance to reduce the consumption of water, electricity, own-use heat and other consumption and promote heat recovery and gradient utilization.

Chapter 1 General Provisions
Article 1 This Regulation is prepared according to "Regulations on Safety Supervision of Special Equipment" and "Supervision Administration Method for Energy Conservation for High Energy Consumption Special Equipment" to normalize boiler energy conservation works and promote integration of boiler safety and economy.
Article 2 This Regulation is applicable to boiler and its auxiliary machine fueled by coal, oil and gas in the scope specified in "Regulations on Safety Supervision of Special Equipment", monitoring measuring instrument, water processing system and control system (hereinafter referred to as boiler and its system)
This Regulation may be used as reference for the supervision administration of energy conservation technology of the boiler, electrically heated boiler and exhaust-heat boiler fueled by other fuels.
Article 3 This Regulation specifies basic requirements for energy conservation of boiler and its system. As for the boilers in the application scope, their design, manufacture, installation, alternation and repair, application and inspection and testing shall comply with this Regulation.
All-level quality and technical supervision departments shall be responsible for supervising the implementation of this Regulation.
Article 4 The manufacturing units are encouraged to study and adopt new techniques and new processes to improve energy conversion utilization efficiency of the boiler and its system to meet the requirements of safety, energy conservation and environmental protection.
Various industrial boiler products in conformity with the specified target value of thermal efficiency index of industrial boiler (see Attachment A) may be used as one of the conditions to evaluate the industrial boiler energy conservation products.
Chapter 2 Design
Article 5 The design of the boiler and its system shall meet the requirements of national relevant laws and regulations on energy conservation, safety technical regulation and corresponding standards; in the evaluation of the boiler design documents, the content related to energy conservation shall be checked; the design document failed to conform to energy conservation requirements shall not be allowed to pass the evaluation.
Design thermal efficiency of various industrial boilers shall the requirements of limited value in Attachment A; the thermal efficiency of station boiler shall meet corresponding standards or the design requirements.
Article 6 The boiler design shall include heating power calculation, flue gas and air resistance calculation, hydrodynamic force calculation to define the economical properties of the boiler and its system.
Article 7 The design instruction for boiler shall include main parameters concerned to economical operation of boiler like condition range for stable and safe operation of boiler, design fuel requirements, fuel consumption, design thermal efficiency, metal consumption of boiler, auxiliary machine parameters, exhaust temperature, feed temperature, excess air coefficient as well as their design basis.
Boiler installation instruction shall include system design overview, installation instruction requirements and economical operation instruction.
Article 8 The boiler exhaust temperature design shall comprehensively consider boiler safety and economy and meet the following requirements:
(I) As for steam boiler with rated evaporation less than 1t/h, not higher than 230℃;
(II) As for hot water boiler with rated thermal power less than 0.7MW, not higher than 180℃;
(III) As for steam boiler with rated evaporation greater than or equal to 1t/h and hot water boiler with rated thermal power greater than or equal to 0.7MW, not higher than 170℃;
(IV) As for organic thermal medium boiler with rated thermal power less than or equal to 1.4MW, not higher than medium temperature at inlet 50℃;
(V) As for organic thermal medium boiler with rated thermal power greater than 1.4MW, not higher than 170℃.
Article 9 Excess air coefficient at the boiler to emit the smoke shall meet the following requirements:
(I) As for fluidized bed boiler and membrane wall boiler, not greater than 1.4;
(II) As for other layered combustion boiler besides foresaid, not greater than 1.65;
(III) As for positive pressure fuel oil (gas) boiler, not greater than 1.15;
(IV) As for negative pressure fuel oil (gas) boiler, not greater than 1.25.
Article 10 The design of boiler combustion equipment and furnace structure shall meet the following requirements:
(I) Appropriate design, appropriate to design fuel type; safe, stable and high-efficient combustion ensured;
(II) Boiler air equipment is reliable in structure and easy in operation; the wind pressure and air volume are able to ensure that fuel sufficiently combusts and air distribution adjustment is flexible and effective;
(III) For the combustion equipment of layered combustion boiler, such a structure should be adopted which has little compound leakage, small air leakage rate and uniformly distributed feed layer thickness; moreover, a reasonable venting area ratio shall be selected so that the furnace arch is able to organize in-boiler fume flow and heat radiation effectively in order to meet requirements of ignition and supplemental firing of fresh material layer and ensure fuel may fire stably and burn out.
Article 11 Heating surface is arranged appropriately according to different fuel characteristics and boiler structure and an appropriate and economical fume flow is selected to reduce the resistance at the fume side.
Article 12 The boiler structure shall be such that the heating surface is easy to clean. For the boilers whose rated evaporation is greater than or equal to 10t/h and rated thermal power is greater than or equal to 7MW, the deashing devices shall be arranged when the convection surface is easy to accumulate dust.
Article 13 The boiler wall, flue duct, various thermal equipment, heating pipeline and valves shall have be sealed well and provided with good thermal insulation property. The outside surface temperature of the boiler over 300mm from the door (hole), at ambient environment 25℃, shall not exceed 50℃ and the furnace top shall not exceed 70℃' surface temperature for various thermal equipment, heating pipelines and valves shall not exceed 50℃.
Article 14 The access door (hole) shall be arranged appropriately to easily remove dust and dirty of the heating surface and convenient for maintenance. The seal structure shall be adopted at boiler door (hole), sighthole and slag notch to ensure the boiler's air leakage factor is within the design requirements.
Article 15 The arrangement of measurement, inspection and control instruments of boiler shall meet the requirements of "Boiler Instrument Arrangement Requirements" (see Attachment B). The flue duct to connect boiler proper and tail shall reserve a metering port (point) for energy efficiency test and control to test and record boiler operation condition.
Article 16 In the boiler room system design, energy efficiency shall be improved adequately without any influence on safety performance to reduce the consumption of water, electricity, own-use heat and other consumption and promote heat recovery and gradient utilization.
