Technical specification of operation safety and maintenance guarantee for electric passenger cars
1 Scope
This document specifies technical requirements and test methods of safety and maintenance guarantee for electric passenger cars which are sold and registered in Shanghai.
This document is applicable to pure electric passenger cars and plug-in hybrid electric passenger cars. Fuel cell electric passenger cars may be implemented with reference.

3 Terms and definitions
For the purposes of this document, the terms and definitions given in GB/T 19596 and the following apply.
3.1
remote monitoring system
system for collecting, processing and managing information of electric vehicles, which consists of on-board terminal and enterprise platform
3.2
on-board terminal
device or system which is installed on the electric vehicle to collect and save the key state parameters of the whole vehicle and system components and sends them to the enterprise platform
3.3
enterprise platform
platform built by the whole vehicle enterprise or entrusted by a third-party technical unit, aiming to manage the electric vehicles and users within the service scope and provide safe operations and managements
4 Voltage class
The electrical elements or electric circuits shall be rated as follows by their maximum working voltage, as shown in Table 1.

For the voltage classes A and B electric circuits in conductive connection, if one electrode of the d.c. live component in electric circuit is connected with the electric chassis and the maximum voltage of any other live part relative to this electrode is not greater than 30V (a.c.) (rms) and 60 V (d.c.), this conductively connected circuit does not completely belong to a voltage class B electric circuit and only the part operating at voltage class B is considered as voltage class B electric circuit.
5 Technical requirements and test methods
5.1 General
The vehicle model of electric passenger cars shall obtain the Road Motor Vehicle Manufacturers and Products Announcement issued by the Ministry of Industry and Information Technology and be in the Catalog of Vehicle Models Recommended for the Promotion and Application of New Energy Vehicles.
5.2 Remote monitoring system
5.2.1 The on-board terminal shall collect and store vehicle state parameters in real time, which shall at least include vehicle data specified in GB/T 32960 (all parts) and DB31/T 845, and the data collection time interval shall not be greater than 1 s.
5.2.2 The on-board terminal shall be able to collect and store the vehicle safety-related state parameters in real time before the thermal propagation caused by thermal runaway of the vehicle power battery, and send them to the enterprise platform in real time.
5.2.3 The installation position of the on-board terminal on the vehicle shall be far away from the thermal radiation area after the vehicle power battery catches fire, and it shall be provided with fire prevention, heat insulation and waterproof protection measures.
5.2.4 The complete vehicle manufacturer shall be provided with remote monitoring system.
5.2.5 The remote monitoring system shall acquire and display the state data and position of the monitored vehicle in real time, and the relevant data stored in the on-board terminal shall be sent to the enterprise platform in real time.
5.2.6 The remote monitoring system shall have functions of real-time monitoring, alarm prompting, real-time data import and export, historical data query and log management and authorized user query, etc. Real-time analysis may be carried out on the data such as important parameters for vehicle operation, new energy power system parameters and high-voltage system according to different vehicle types and driving areas.
5.2.7 The data acquisition of remote monitoring system shall include at least vehicle data specified in GB/T 32960 (all parts) and DB31/T 845.
5.2.8 The data acquisition time interval of remote monitoring system shall not be greater than 10 s.
5.2.9 The data storage time of remote monitoring system shall not be less than 6 years.
