This standard is formulated with a view to implementing the Environmental protection law of the People's Republic of China and the Law of the People's Republic of China on the prevention and control of atmospheric pollution, controlling the emissions from vehicles and improving the ambient air quality.

This standard specifies the limits and measurement methods for exhaust emission pollutants from gasoline vehicles under two-speed idle conditions, steady-state loaded mode conditions, transient loaded mode conditions, and short transient loaded mode conditions. Moreover, this standard also specifies the methods and judgment bases for appearance inspection, OBD inspection, and fuel evaporative emission control system inspection of gasoline vehicles.
The following main changes have been made respect to GB 18285-2005 Limits and measurement methods for exhaust pollutants from vehicles equipped ignition engine under two-speed idle conditions and simple driving mode conditions:
——The content of appearance inspection, OBD inspection, fuel evaporation inspection, etc. is added;
——The inspection items and inspection processes are added;

This standard was proposed by the Department of Air Environment and the Department of Laws and Regulations and Standards under the Ministry of Ecology and Environment.

This standard shall be implemented from May 1, 2019, and GB 18285-2005 and HJ/T 240-2005 shall be abolished simultaneously from the implementation date of this standard.

Limits and measurement methods for emissions from gasoline vehicles under two-speed idle conditions and short driving mode conditions
1 Application scope
This standard specifies the limits and measurement methods for exhaust emission pollutants from gasoline vehicles under two-speed idle conditions, steady-state loaded mode conditions, transient loaded mode conditions, and short transient loaded mode conditions. Moreover, this standard also specifies the methods and judgment bases for appearance inspection, OBD inspection, and fuel evaporative emission control system inspection of gasoline vehicles.
This standard is applicable to the inspection for new produced vehicle at end of production line, inspection for register vehicle, and inspection for in-use vehicle, and it is also applicable to other vehicles equipped with ignition engines.

3 Terms and definitions
For the purpose of this standard, the following terms and definitions apply.

4 Inspection items
4.1 See Table 1 for the environmental protection inspection items of vehicles.
4.2 The entry inspection for new produced imported vehicle shall be carried out according to the inspection items specified in Table 1 and shall also meet the requirements of other standards, laws and regulations.

1) The inspection for vehicles that meet the exemption requirements shall be carried out in accordance with the relevant exemption requirements.

4) Supervision test for emissions from hybrid vehicles shall be carried out in the maximum fuel consumption mode.
5) The inspections for registration change and transfer shall be carried out according to the relevant requirements.
5 Inspection process and requirements
5.1 Inspection for new produced vehicle at end of production line
5.1.1 The manufacturer shall ensure that the pollutant control devices of all vehicles at end of production line are consistent with the contents of the vehicle environmental identification document.
5.1.2 The manufacturer shall complete the inspection of onboard diagnostic system (OBD). For exhaust emission pollutants inspection, supervision test shall be carried out according to 1.0% of the annual production but no less than 15 vehicles of a vehicle type per year; if the annual production is less than 15 vehicles, all vehicles shall be inspected; exhaust emission pollutants inspection may be carried out with any method selected from Annexes B, C and D (two-speed idle conditions may be adopted for all wheel drive vehicles and real time four wheel drive vehicles for which the two drive mode cannot be switched to manually.)
5.1.3 See Figure 1 for the inspection process for new produced vehicle at end of production line. The inspection information shall be submitted in accordance with those specified in Annex H.
5.1.4 The competent department of ecological environment may conduct all inspections such as appearance inspection, OBD inspection and exhaust emission pollutants inspection at end of production line. The appearance inspection shall focus on inspecting whether the pollution control device of vehicle is consistent with the content of vehicle environmental identification document.
5.1.5 For imported vehicles, the inspection for new produced vehicle at end of production line shall be completed and the inspection information shall be submitted to the competent department of ecological environment before entering the country.

5.2 The inspection items for register vehicle shall be carried out in accordance with those specified in Table 1, and the inspection information shall be submitted in accordance with those specified in Annex H. See Figure 2 for the inspection process.

5.3 The inspection items for in-use vehicle shall be carried out in accordance with those specified Table 1. Prior to the inspection, environmental protection online verification shall be carried out to check whether the vehicle has any environmental protection violation record. The inspection information shall be submitted in accordance with those specified in Annex H. See Figure 3 for the inspection process.

6 Appearance inspection
6.1 New produced vehicle at end of production line
6.1.1 Inspect whether the pollution control device of vehicle is consistent with the content of vehicle environmental identification document.
6.2 Register vehicle
6.2.1 Inspect whether the content of the vehicle environmental identification document is consistent with the disclosed information content.
6.2.2 Inspect whether the pollution control device of vehicle is consistent with the vehicle environmental identification document.
6.3 In-use vehicle
6.3.1 Inspect whether the vehicle under inspection is in normal condition. In case of any abnormality, the vehicle owner shall be required to carry out maintenance.
6.3.2 Inspect whether the vehicle is burning engine oil or has serious black smoke phenomenon. If there is, the vehicle owner shall be required to carry out maintenance.
6.3.3 Inspect whether the connecting lines of the fuel evaporation control system have correct and complete connection. Upon discovery of any aging, cracking, damage or blocking, the vehicle owner shall be required to carry out maintenance. This inspection is not required for mono-fuel gas vehicle.
6.3.4 Inspect whether the appearance and installation fastening positions of engine exhaust pipe, exhaust silencer and exhaust after-treatment device are in good condition. Upon discovery of any corrosion, air leakage, damage or looseness, the vehicle owner shall be required to carry out maintenance.
6.3.5 Inspect whether the vehicle is equipped with a OBD system.
6.3.6 Judge whether the vehicle is suitable for inspection under simple driving mode conditions. If it is not suitable (for example, all wheel drive vehicles and real time four wheel drive vehicles for which the two drive mode cannot be switched to manually), the issue shall be marked. For the vehicle subjected to inspection under simple driving mode conditions, it shall be confirmed that there is no foreign matter on the surface of the vehicle tire.
6.3.7 During inspections for registration change and transfer, it shall be inspected whether the pollution control device is in good condition.
7 Onboard diagnostic system (OBD) inspection
7.1 New produced vehicle at end of production line
7.1.1 The vehicle manufacturer shall conduct a communication inspection on the OBD system of each vehicle to confirm that the communication work of the OBD system is normal before the vehicle is delivered.
7.2 Register vehicle
7.2.1 Inspect whether the OBD interface of the vehicle meets the specified requirements, whether the OBD communication is normal, and whether there is any fault code.
7.3 In-use vehicle
7.3.1 For the in-use vehicle equipped with OBD system, after completion of the appearance inspection, the OBD diagnostic apparatus shall be connected for OBD inspection. The OBD diagnostic apparatus must not be disconnected during subsequent pollutant emission inspection.
7.3.2 The OBD inspection items include: fault indicator state, fault indicator state actually read by the diagnostic apparatus, fault code, traveling mileage after the MIL light is lit up, and diagnostic readiness value, and the specific inspection process shall be in accordance with Annex F.
7.3.3 The vehicle will be judged as unqualified upon OBD inspection if it has a fault indicator fault (including circuit fault), activation of fault indicator, communication fault between the vehicle and the OBD diagnostic apparatus, and inconsistency between the fault indicator state of instrument board and the fault indicator state recorded in ECU. As for the vehicle with the number of uncompleted items of diagnostic readiness exceeding 2, the vehicle owner shall be required to fully drive the vehicle before re-inspection.
7.3.4 The inspection agency shall store all the OBD data of the vehicle under inspection via computer data management system and shall not artificially tamper with the data.
7.3.5 The OBD diagnostic apparatus shall be capable of realizing real-time automatic transmission of OBD inspection data. As a part of the emission inspection, the information obtained by the OBD shall be automatically saved in the computer system.
7.3.6 For the in-use vehicle that requires on-board remote emission management terminal, its device shall be inspected for the normality of communication.
7.3.7 If the pollution control device of the vehicle is removed and the OBD fault indicator light is not lit up, the vehicle is considered to be unqualified in term of OBD.
8 Exhaust emission pollutants inspection
8.1 Limits and measurement methods for emissions
8.1.1 New produced vehicle at end of production line
The manufacturer may choose either of the methods specified in Annexes B, C and D (two-speed idle conditions may be adopted for all wheel drive vehicles and real time four wheel drive vehicles for which the two drive modes cannot be switched to manually.) for inspection. The emission results shall not exceed the emission limits specified in 8.1.2.2~8.1.2.5. Besides, the manufacturer may also use other methods for emission inspection, but shall demonstrate their equivalence.
The mono-fuel vehicle shall be subjected to emission inspection only according to monofuel; while the bi-fuel vehicle shall be subjected to emission inspection with the two kinds of fuels respectively.
The new stereotyped hybrid electric vehicle shall be subjected to pollutant test in the maximum fuel consumption mode. The vehicle shall have a visible maximum fuel consumption mode switch for the convenience of switching to the maximum fuel consumption mode and shall be capable of running normally in this mode (including idle condition) for the easiness of carrying out emission test; and the switch position shall be clearly stated in the vehicle operating instructions.
8.1.2 Register vehicle and in-use vehicle
8.1.2.1 General requirements
The mono-fuel vehicle shall be subjected to emission inspection only according to monofuel; while the bi-fuel vehicle shall be subjected to emission inspection with the two kinds of fuels respectively.
The hybrid electric vehicle with the function of manually selecting the driving mode shall be switched to the maximum fuel consumption mode for test; if there is no maximum fuel consumption mode, the vehicle shall be switched to hybrid mode for test. If the engine automatically shuts down and switches to pure electric mode during the test, there is no need to abort the test and the test can be continued till the end.
8.1.2.2 Two-speed idle conditions
The inspection shall be carried out in accordance with Annex A, and the inspection results shall be less than the emission limits specified in Table 2.

At the same time as the emission inspection, the excess air coefficient (λ) shall be determined. When the engine is operating at a high idle speed, λ shall be between 1.00±0.05 or within the range specified by the manufacturer.
8.1.2.3 Steady-state loaded mode conditions
The inspection shall be carried out in accordance with Annex B, and the inspection results shall be less than the emission limits specified in Table 3.

8.1.2.4 Transient loaded mode conditions
The inspection shall be carried out in accordance with Annex C, and the inspection results shall be less than the emission limits specified in Table 4.

8.1.2.5 Short transient loaded mode conditions
The inspection shall be carried out in accordance with Annex D, and the inspection results shall be less than the emission limits specified in Table 5.

8.1.2.6 Evaporative emission system inspection
The inspection shall be carried out in accordance with Annex E, and the inspection results shall meet the requirements of E.2.
8.2 Result judgment
8.2.1 If any of the pollutants in the inspection results fails to meet the limit requirements, it is judged that the emission inspection result of the vehicle is unqualified.
8.2.2 If the excess air coefficient under two-speed idle conditions exceeds the control range specified in 8.1.2.2, the emission inspection result of the vehicle is judged as rejected.
8.2.3 For the light-duty vehicles produced after July 1, 2011 and the heavy-duty vehicles produced after July 1, 2013, if their OBD inspection fails, their emission inspection results are judged as rejected.
8.2.4 After the completion of inspection, the environmental protection inspection report of motor vehicle shall be issued. See Annex G herein for the report format.
8.2.5 During the emission inspection, the invalidation strategy reducing the effectiveness of the emission control device is prohibited. All tampering for the pollution control device will result in failure of emission inspection.
9 Data recording, storage and submission requirements
9.1 The information on OBD inspection (if applicable), exhaust emission pollutants inspection and excess air coefficient (λ) inspection shall be automatically detected, recorded, transmitted, stored and determined in real time by a computer system, and the information on appearance inspection shall be recorded and stored by a computer system. The results of instrument inspection and verification (including calibration) required by the standard shall be automatically stored in the computer system for the competent department of ecological environment to inquire. The content recorded and stored shall include at least those listed in Annexes A, B, C, D, F and H.
If the exhaust emission pollutants inspection result is negative or zero, it shall be recorded as “not detected”.
9.2 The inspection agency shall transmit the inspection information to the competent department of ecological environment in real time.
9.3 The competent department of ecological environment at the lower level shall report the inspection information to the competent department of ecological environment at the higher level in real time or according to the prescribed period in accordance with the content of Annexes G and H.
9.4 For inspection report, the retention period of paper archives shall not be less than 6 years, and that of the electronic archives not be less than 10 years.
9.5 During inspection (including OBD inspection), if a certain type of vehicle is found to have excessive emission intensively, the competent department of ecological environment shall make a record and obtain evidence, fill out the Environmental protection inspection record form for the vehicle type having the intensive problem of excessive emission (Annex G) and report it to the competent department of ecological environment under the State Council, shall also notify the competent department of ecological environment at the higher level and relevant departments of public security, traffic management and market supervision at the same level of the recorded information.
9.6 The inspection information at end of production line of the vehicle manufacturer shall be automatically detected, recorded, transmitted and stored in real time via the computer system, and shall be submitted online to the competent department of ecological environment under the State Council in accordance with the law.
9.7 The inspection information of imported vehicles at end of production line shall be all submitted to the competent department of ecological environment under the State Council before entering the country.
10 Emission monitoring of in-use vehicles
10.1 From the implementation date of this standard, the emission inspection for in-use vehicle (including periodical emission inspection and supervision test) shall meet the requirements of this standard.
10.1.1 The exhaust emission pollutants inspection for in-use vehicle shall meet the requirements for limit a specified in this standard. For cities with a vehicle ownership of more than 5 million vehicles, or with the emission pollutants from motor vehicles as the local primary air pollution source, or with low emission control zones in accordance with laws and regulations, the limit b may be selected in advance after being approved by the provincial people's government and filed at the competent department of ecological environment under the State Council on the basis of fully soliciting opinions from all sectors of society, but a sufficient period of transition for implementation shall be set.
10.1.2 In principle, the same inspection method shall be used in the same province. The inspection results obtained using different methods specified in this standard shall be mutually recognized in all areas. For cross-regional inspection, if limit b is executed at the vehicle registration location or inspection site, the limit b requirements shall be met, and the measurement method specified at the inspection site may be adopted.
According to the ozone pollution condition, the provincial competent department of ecological environment may use the method specified in Annex E to inspect the fuel evaporative emission control system of the vehicle.
10.1.3 Vehicles shall be provided with vehicle oil products meeting the requirements and shall be maintained as required. For the vehicle failing to pass the first inspection, it shall be subjected to re-inspection with the method of the first environmental protection inspection after being repaired.
10.2 The competent department of ecological environment at or above the county level may conduct the supervision test of in-use vehicles at the centralized parking site and maintenance site of motor vehicles as well as on actual road. The content of supervision test may include exhaust emission pollutants inspection, OBD inspection, pollution control device inspection, and checking of vehicle environmental identification document.

1 Application scope
This standard specifies the limits and measurement methods for exhaust emission pollutants from gasoline vehicles under two-speed idle conditions, steady-state loaded mode conditions, transient loaded mode conditions, and short transient loaded mode conditions. Moreover, this standard also specifies the methods and judgment bases for appearance inspection, OBD inspection, and fuel evaporative emission control system inspection of gasoline vehicles.
This standard is applicable to the inspection for new produced vehicle at end of production line, inspection for register vehicle, and inspection for in-use vehicle, and it is also applicable to other vehicles equipped with ignition engines.

3 Terms and definitions
For the purpose of this standard, the following terms and definitions apply.

4 Inspection items
4.1 See Table 1 for the environmental protection inspection items of vehicles.
4.2 The entry inspection for new produced imported vehicle shall be carried out according to the inspection items specified in Table 1 and shall also meet the requirements of other standards, laws and regulations.

5 Inspection process and requirements
5.1 Inspection for new produced vehicle at end of production line
5.1.1 The manufacturer shall ensure that the pollutant control devices of all vehicles at end of production line are consistent with the contents of the vehicle environmental identification document.
5.1.2 The manufacturer shall complete the inspection of onboard diagnostic system (OBD). For exhaust emission pollutants inspection, supervision test shall be carried out according to 1.0% of the annual production but no less than 15 vehicles of a vehicle type per year; if the annual production is less than 15 vehicles, all vehicles shall be inspected; exhaust emission pollutants inspection may be carried out with any method selected from Annexes B, C and D (two-speed idle conditions may be adopted for all wheel drive vehicles and real time four wheel drive vehicles for which the two drive mode cannot be switched to manually.)
5.1.3 See Figure 1 for the inspection process for new produced vehicle at end of production line. The inspection information shall be submitted in accordance with those specified in Annex H.
5.1.4 The competent department of ecological environment may conduct all inspections such as appearance inspection, OBD inspection and exhaust emission pollutants inspection at end of production line. The appearance inspection shall focus on inspecting whether the pollution control device of vehicle is consistent with the content of vehicle environmental identification document.
5.1.5 For imported vehicles, the inspection for new produced vehicle at end of production line shall be completed and the inspection information shall be submitted to the competent department of ecological environment before entering the country.

5.2 The inspection items for register vehicle shall be carried out in accordance with those specified in Table 1, and the inspection information shall be submitted in accordance with those specified in Annex H. See Figure 2 for the inspection process.

5.3 The inspection items for in-use vehicle shall be carried out in accordance with those specified Table 1. Prior to the inspection, environmental protection online verification shall be carried out to check whether the vehicle has any environmental protection violation record. The inspection information shall be submitted in accordance with those specified in Annex H. See Figure 3 for the inspection process.

6 Appearance inspection
6.1 New produced vehicle at end of production line
6.1.1 Inspect whether the pollution control device of vehicle is consistent with the content of vehicle environmental identification document.
6.2 Register vehicle
6.2.1 Inspect whether the content of the vehicle environmental identification document is consistent with the disclosed information content.
6.2.2 Inspect whether the pollution control device of vehicle is consistent with the vehicle environmental identification document.
6.3 In-use vehicle
6.3.1 Inspect whether the vehicle under inspection is in normal condition. In case of any abnormality, the vehicle owner shall be required to carry out maintenance.
6.3.2 Inspect whether the vehicle is burning engine oil or has serious black smoke phenomenon. If there is, the vehicle owner shall be required to carry out maintenance.
6.3.3 Inspect whether the connecting lines of the fuel evaporation control system have correct and complete connection. Upon discovery of any aging, cracking, damage or blocking, the vehicle owner shall be required to carry out maintenance. This inspection is not required for mono-fuel gas vehicle.
6.3.4 Inspect whether the appearance and installation fastening positions of engine exhaust pipe, exhaust silencer and exhaust after-treatment device are in good condition. Upon discovery of any corrosion, air leakage, damage or looseness, the vehicle owner shall be required to carry out maintenance.
6.3.5 Inspect whether the vehicle is equipped with a OBD system.
6.3.6 Judge whether the vehicle is suitable for inspection under simple driving mode conditions. If it is not suitable (for example, all wheel drive vehicles and real time four wheel drive vehicles for which the two drive mode cannot be switched to manually), the issue shall be marked. For the vehicle subjected to inspection under simple driving mode conditions, it shall be confirmed that there is no foreign matter on the surface of the vehicle tire.
6.3.7 During inspections for registration change and transfer, it shall be inspected whether the pollution control device is in good condition.
7 Onboard diagnostic system (OBD) inspection
7.1 New produced vehicle at end of production line
7.1.1 The vehicle manufacturer shall conduct a communication inspection on the OBD system of each vehicle to confirm that the communication work of the OBD system is normal before the vehicle is delivered.
7.2 Register vehicle
7.2.1 Inspect whether the OBD interface of the vehicle meets the specified requirements, whether the OBD communication is normal, and whether there is any fault code.
7.3 In-use vehicle
7.3.1 For the in-use vehicle equipped with OBD system, after completion of the appearance inspection, the OBD diagnostic apparatus shall be connected for OBD inspection. The OBD diagnostic apparatus must not be disconnected during subsequent pollutant emission inspection.
7.3.2 The OBD inspection items include: fault indicator state, fault indicator state actually read by the diagnostic apparatus, fault code, traveling mileage after the MIL light is lit up, and diagnostic readiness value, and the specific inspection process shall be in accordance with Annex F.
7.3.3 The vehicle will be judged as unqualified upon OBD inspection if it has a fault indicator fault (including circuit fault), activation of fault indicator, communication fault between the vehicle and the OBD diagnostic apparatus, and inconsistency between the fault indicator state of instrument board and the fault indicator state recorded in ECU. As for the vehicle with the number of uncompleted items of diagnostic readiness exceeding 2, the vehicle owner shall be required to fully drive the vehicle before re-inspection.
7.3.4 The inspection agency shall store all the OBD data of the vehicle under inspection via computer data management system and shall not artificially tamper with the data.
7.3.5 The OBD diagnostic apparatus shall be capable of realizing real-time automatic transmission of OBD inspection data. As a part of the emission inspection, the information obtained by the OBD shall be automatically saved in the computer system.
7.3.6 For the in-use vehicle that requires on-board remote emission management terminal, its device shall be inspected for the normality of communication.
7.3.7 If the pollution control device of the vehicle is removed and the OBD fault indicator light is not lit up, the vehicle is considered to be unqualified in term of OBD.
8 Exhaust emission pollutants inspection
8.1 Limits and measurement methods for emissions
8.1.1 New produced vehicle at end of production line
The manufacturer may choose either of the methods specified in Annexes B, C and D (two-speed idle conditions may be adopted for all wheel drive vehicles and real time four wheel drive vehicles for which the two drive modes cannot be switched to manually.) for inspection. The emission results shall not exceed the emission limits specified in 8.1.2.2~8.1.2.5. Besides, the manufacturer may also use other methods for emission inspection, but shall demonstrate their equivalence.
The mono-fuel vehicle shall be subjected to emission inspection only according to monofuel; while the bi-fuel vehicle shall be subjected to emission inspection with the two kinds of fuels respectively.
The new stereotyped hybrid electric vehicle shall be subjected to pollutant test in the maximum fuel consumption mode. The vehicle shall have a visible maximum fuel consumption mode switch for the convenience of switching to the maximum fuel consumption mode and shall be capable of running normally in this mode (including idle condition) for the easiness of carrying out emission test; and the switch position shall be clearly stated in the vehicle operating instructions.
8.1.2 Register vehicle and in-use vehicle
8.1.2.1 General requirements
The mono-fuel vehicle shall be subjected to emission inspection only according to monofuel; while the bi-fuel vehicle shall be subjected to emission inspection with the two kinds of fuels respectively.
The hybrid electric vehicle with the function of manually selecting the driving mode shall be switched to the maximum fuel consumption mode for test; if there is no maximum fuel consumption mode, the vehicle shall be switched to hybrid mode for test. If the engine automatically shuts down and switches to pure electric mode during the test, there is no need to abort the test and the test can be continued till the end.
8.1.2.2 Two-speed idle conditions
The inspection shall be carried out in accordance with Annex A, and the inspection results shall be less than the emission limits specified in Table 2.

At the same time as the emission inspection, the excess air coefficient (λ) shall be determined. When the engine is operating at a high idle speed, λ shall be between 1.00±0.05 or within the range specified by the manufacturer.
8.1.2.3 Steady-state loaded mode conditions
The inspection shall be carried out in accordance with Annex B, and the inspection results shall be less than the emission limits specified in Table 3.

8.1.2.4 Transient loaded mode conditions
The inspection shall be carried out in accordance with Annex C, and the inspection results shall be less than the emission limits specified in Table 4.

8.1.2.5 Short transient loaded mode conditions
The inspection shall be carried out in accordance with Annex D, and the inspection results shall be less than the emission limits specified in Table 5.

8.1.2.6 Evaporative emission system inspection
The inspection shall be carried out in accordance with Annex E, and the inspection results shall meet the requirements of E.2.
8.2 Result judgment
8.2.1 If any of the pollutants in the inspection results fails to meet the limit requirements, it is judged that the emission inspection result of the vehicle is unqualified.
8.2.2 If the excess air coefficient under two-speed idle conditions exceeds the control range specified in 8.1.2.2, the emission inspection result of the vehicle is judged as rejected.
8.2.3 For the light-duty vehicles produced after July 1, 2011 and the heavy-duty vehicles produced after July 1, 2013, if their OBD inspection fails, their emission inspection results are judged as rejected.
8.2.4 After the completion of inspection, the environmental protection inspection report of motor vehicle shall be issued. See Annex G herein for the report format.
8.2.5 During the emission inspection, the invalidation strategy reducing the effectiveness of the emission control device is prohibited. All tampering for the pollution control device will result in failure of emission inspection.
9 Data recording, storage and submission requirements
9.1 The information on OBD inspection (if applicable), exhaust emission pollutants inspection and excess air coefficient (λ) inspection shall be automatically detected, recorded, transmitted, stored and determined in real time by a computer system, and the information on appearance inspection shall be recorded and stored by a computer system. The results of instrument inspection and verification (including calibration) required by the standard shall be automatically stored in the computer system for the competent department of ecological environment to inquire. The content recorded and stored shall include at least those listed in Annexes A, B, C, D, F and H.
If the exhaust emission pollutants inspection result is negative or zero, it shall be recorded as “not detected”.
9.2 The inspection agency shall transmit the inspection information to the competent department of ecological environment in real time.
9.3 The competent department of ecological environment at the lower level shall report the inspection information to the competent department of ecological environment at the higher level in real time or according to the prescribed period in accordance with the content of Annexes G and H.
9.4 For inspection report, the retention period of paper archives shall not be less than 6 years, and that of the electronic archives not be less than 10 years.
9.5 During inspection (including OBD inspection), if a certain type of vehicle is found to have excessive emission intensively, the competent department of ecological environment shall make a record and obtain evidence, fill out the Environmental protection inspection record form for the vehicle type having the intensive problem of excessive emission (Annex G) and report it to the competent department of ecological environment under the State Council, shall also notify the competent department of ecological environment at the higher level and relevant departments of public security, traffic management and market supervision at the same level of the recorded information.
9.6 The inspection information at end of production line of the vehicle manufacturer shall be automatically detected, recorded, transmitted and stored in real time via the computer system, and shall be submitted online to the competent department of ecological environment under the State Council in accordance with the law.
9.7 The inspection information of imported vehicles at end of production line shall be all submitted to the competent department of ecological environment under the State Council before entering the country.
10 Emission monitoring of in-use vehicles
10.1 From the implementation date of this standard, the emission inspection for in-use vehicle (including periodical emission inspection and supervision test) shall meet the requirements of this standard.
10.1.1 The exhaust emission pollutants inspection for in-use vehicle shall meet the requirements for limit a specified in this standard. For cities with a vehicle ownership of more than 5 million vehicles, or with the emission pollutants from motor vehicles as the local primary air pollution source, or with low emission control zones in accordance with laws and regulations, the limit b may be selected in advance after being approved by the provincial people's government and filed at the competent department of ecological environment under the State Council on the basis of fully soliciting opinions from all sectors of society, but a sufficient period of transition for implementation shall be set.
10.1.2 In principle, the same inspection method shall be used in the same province. The inspection results obtained using different methods specified in this standard shall be mutually recognized in all areas. For cross-regional inspection, if limit b is executed at the vehicle registration location or inspection site, the limit b requirements shall be met, and the measurement method specified at the inspection site may be adopted.
According to the ozone pollution condition, the provincial competent department of ecological environment may use the method specified in Annex E to inspect the fuel evaporative emission control system of the vehicle.
10.1.3 Vehicles shall be provided with vehicle oil products meeting the requirements and shall be maintained as required. For the vehicle failing to pass the first inspection, it shall be subjected to re-inspection with the method of the first environmental protection inspection after being repaired.
10.2 The competent department of ecological environment at or above the county level may conduct the supervision test of in-use vehicles at the centralized parking site and maintenance site of motor vehicles as well as on actual road. The content of supervision test may include exhaust emission pollutants inspection, OBD inspection, pollution control device inspection, and checking of vehicle environmental identification document.
When the vehicle is subjected to supervision test under two-speed idle conditions, judgment may be made by using a limit value which is 1.1 times that specified in this standard.
