1 Scope
This standard specifies the terms and definitions, requirements for design and raw materials, technical requirements, test methods, labelling and product instructions concerning electronic cigarettes.
This standard is applicable to electronic cigarettes and electronic cigarette modules.
This standard is not applicable to other tobacco products.

3 Terms and definitions
For the purposes of this document, the following terms and definitions apply.

electronic cigarette
electronic delivery system for generating aerosol for puffing
Note: Cigarettes are excluded.
3.2
e-atomization material
mixture and auxiliary substances which can be completely or partially atomized into inhalable aerosol by an electronic device
3.3
e-liquid
e-atomization material in liquid form
3.4
electronic cigarette device
electronic device atomizing the e-atomization material into inhalable aerosol
3.5
electronic cigarette module
component or combination of components that constitutes an independent part of an electronic cigarette
Note: It includes all kinds of products sold separately or able to form an independent part of an electronic cigarette.
3.6
cartridge
electronic cigarette module containing e-atomization material
3.7
atomization agent
substance in the e-atomization material that can be atomized into the main component of aerosol
Note: Commonly propylene glycol, glycerin and water.
3.8
additive in e-atomization material
substance added into e-atomization material to improve its quality or prevent it from deterioration
3.9
electronic cigarette material
material other than e-atomization material used in manufacturing electronic cigarettes
3.10
electronic cigarette emissions
aerosol generated when the electronic cigarette is puffed
3.11
emission amount
amount of a substance (or a class of substances) in the electronic cigarette emissions under standard puffing conditions
4 Requirements for design and raw materials
4.1 Design requirements
4.1.1 Electronic cigarette devices
4.1.1.1 The general safety design for electronic cigarette devices shall meet the requirements of GB 4706.1.
4.1.1.2 The EMC design for electronic cigarette devices shall meet the requirements of GB 4343.1.
4.1.2 Electronic cigarette materials
4.1.2.1 The selection of materials in contact with oral cavity, e-atomization material and electronic cigarette emissions shall meet the requirements of GB 4806.1 and GB 4806.3~GB 4806.11.
4.1.2.2 The selection of materials not in contact with oral cavity, e-atomization material and electronic cigarette emissions shall meet the requirements of limits for restricted substances in homogeneous materials as specified in GB/T 26572.
