1 Scope
This standard specifies the general principles and suggestions for the use and control of key chemical substances in consumer product.
This standard is applicable to the use and control of key chemical substances in consumer product.
2 Terms and definitions
For the purposes of this standard, the following terms and definitions apply.

consumer product
product designed and produced for, but not limited to, personal use, including product components, parts, accessories, packaging and instructions for use

2.2
release amounts
amount of certain tested chemical substance released from a sample into a medium such as solvent, water or air in accordance with a specified test method
2.3
migration
amount of certain tested chemical substance which migrates into a medium such as solvent, water or air after being immersed or extracted in accordance with the specified test method
2.4
content
ratio of the mass of an element or substance to the total mass of the sample
2.5
tolerable risk
risk which is acceptable in a given context based on the current values of society

2.6
banned substance
chemical substance that shall not be added
2.7
restricted substance
chemical substance which shall not exceed the required limit when it exists as impurity or by-product
3 General principles
3.1 The content of key chemical substances in consumer products is closely related to such aspects as protecting the consumers' personal health safety and ecological environment safety, and meeting social management.
3.2 It is very important to control the safety risk level of key chemical substances in consumer products within the range of tolerable risk.
3.3 For consumer products not covered by this standard, the similar products given in this standard may be used as a reference for the related chemical substances.
