1.0.1 This standard is prepared to implement fundamental national policies for saving energy resources, direct to adopt state-of-the-art and applicable building energy efficient technology, push sustainable development of the building and standardize energy efficient building assessment.
1.0.2 This standard is applicable to energy efficient assessment of constructed, renovated and extended residential buildings and public buildings.
1.0.3 Energy efficient building assessment shall meet the following requirements:
1 Energy efficient building assessment shall cover building and its energy consuming system at two stages, i.e. design and operation management;
2 Energy efficient building assessment shall be carried out when the applicable indoor environment has been reached.
1.0.4 The energy efficient building assessment shall comply with not only this standard, but also the current relevant ones of the country.
2 Terms
2.0.1 Energy efficient building
Buildings which are designed and built to reach or outmatch relevant national energy efficient standards in conformity to local geographic environment and basic energy-efficient method.
2.0.2 Energy efficient building assessment
Make an analytical judgment for the energy efficient performance and determine grade of energy efficient building by the quantitative and qualitative method in accordance with energy efficient technical measures and management measures adopted by the building.
2.0.3 Heat transfer coefficient of building envelope
Heat transferred through the building envelope in unit time on unit area under the steady state condition that the air temperature difference on both sides of the building envelope is 1℃.
2.0.4 Mean heat transfer coefficient of building envelope
Heat transfer coefficient of building envelope obtained to consider thermal bridge affect present in the building envelope.
2.0.5 Energy performance contracting (EPC)
An energy efficient service mechanism by which the energy efficient service company makes an energy efficient agreement with the energy user by the contract type about the energy efficient objective of the energy efficient project; the energy efficient service company provides services to energy user to realize energy efficient objective and the energy user pays energy efficient service company for its investment and its reasonable profit with the energy efficient benefits.
3 Basic Requirements
3.1 General Requirements
3.1.1 The energy efficient building assessment shall cover two stages, namely the design assessment for energy efficient building and engineering assessment for energy efficient building.
3.1.2 The energy efficient building assessment shall target at a single building or building quarter. In case of a single building assessment, all indexes related to the outdoor part shall be subject to the assessment results for the outdoor conditions where this building is located; the assessment for the building quarter shall be based on the assessment for the single building; the energy efficient grade for the building quarter shall be determined according to the grade which all the single buildings in the quarter reach or exceed.
3.1.3 The design assessment for energy efficient building shall be carried out after the building design drawing passes energy efficient verification of relevant departments; the engineering assessment for energy efficient building shall be carried out after the building passes energy efficient engineering completion acceptance of relevant department and puts into operation for a year.
3.1.4 The following information for the building shall be provided if the design assessment for energy efficient building is applied for:
