This standard replaces JT 719-2008 Limits and measurement methods of fuel consumption for commercial vehicle for cargos transportation.
In addition to a number of editorial changes, the following main changes have been made with respect to JT 719-2008:
——The structure of the full text has been adjusted;
——The expression on applicable fuel in "Scope" has been revised by defining the fuel as single fuel (see Clause 1 herein and Clause 1 in 2008 edition);
——The guide language for "Normative references" has been modified, some normative references have been deleted, and the name of GB 1589 has been modified (see Clause 2 herein and Clause 2 in 2008 edition);
——The definition of "commercial vehicle for cargos transportation" has been modified, which specifies that the combination vehicles used for transportation are trains composed of semi-trailer towing vehicles and semi-trailers, and trains composed of tractor trucks, draw-bar trailers and centre axle trailers (see Clause 3 herein and Clause 3 in 2008 edition);
——The definition of "tractor truck" has been added (see Clause 3 herein);
——The expression on different types of names of commercial vehicle for cargos transportation in "Fuel consumption limit" has been modified, and some contents of the original standard have been revised (see Clause 4 herein and Clause 5 in 2008 edition);
——The classification of "commercial vehicle for cargos transportation" has been modified as moving "diesel concrete truck mixer (single vehicle)" from "diesel goods vehicle (single vehicle)" to "diesel dump truck (single vehicle)", and adding "diesel tractor truck (train)" to "diesel semi-trailer towing vehicle (train)" (see Clause 4 herein and Clause 5 in 2008 edition);
——The classification of the mass level of "diesel goods vehicle (single vehicle)" and "diesel dump truck" has been adjusted (see Clause 4 herein and Clause 5 in 2008 edition);
——The fuel consumption limit of "commercial vehicle for cargos transportation" has been revised (see Clause 4 herein and Clause 5 in 2008 edition);

——The requirements for maximum allowable deviation/accuracy level of "engine tachometer" and "weighing instrument" have been added (see 5.2.5 herein);
——The content of the "Test method" has been modified by adding working conditions of "Acceleration" and "Idling" and taking the fuel consumption measured condition under constant velocity in the original standard as the "Constant velocity" working condition in this standard (see 5.3 herein and 4.3 in 2008 edition);
——The gear position that shall be selected for automatic transmission vehicles has been modified, and the expression on some contents in the original standard has also been adjusted (see 5.3.1.1 herein and 4.3.1 in 2008 edition);
——A subclause about the test speed requirements for different types of commercial vehicle for cargos transportation under constant velocity driving have been added, and the contents about the test speed requirements in the original standard have been moved into a new subclause (see 5.3.1.2 herein and 4.3.1 in 2008 edition);
——The measurement method of unladen fuel consumption has been deleted (see 4.3.2 in 2008 edition);

——A sublause of "Correction of fuel consumption" has been added, and the temperature correction in the original standard has been moved into "temperature correction coefficient" as a new subclause, and some contents of the original standard have been deleted and modified (see 5.4.1, 5.4.2, 5.4.3 herein and 4.4 in 2008 edition);
——The working condition weight coefficients for constant velocity, acceleration and idling have been added (see 5.5 herein and 4.5 in 2008 edition);
——The weight coefficient under constant velocity has been modified from distance weight to time weight, and the calculation method of "fuel consumption under constant velocity" has also been modified (see 5.5.1 herein and 4.5 in 2008 edition);
——Modification has been made to the expression on semi-trailer towing vehicle in the weight coefficient of full-load combined fuel consumption of commercial vehicle for cargos transportation, which increases the weight coefficient of tractor truck (train) to semi-trailer towing vehicle (train) (see 5.5.4 herein and 4.5 in 2008 edition);
——The test speed requirement for commercial motor-vehicles of cargos transportation for dangerous goods has been added (see 5.5.4 herein and 4.5 in 2008 edition);
——The calculation method of "fuel consumption under acceleration" has been added (see 5.5.2 herein);

1 Scope
This standard specifies the limits and measurement methods of fuel consumption for commercial vehicle for cargos transportation.
This standard is applicable to commercial vehicle for cargos transportation with diesel or gasoline as single fuel and with a maximum total mass of 3,500 kg ~ 49,000 kg.

4 Limits of fuel consumption
The indicators of fuel consumption for commercial vehicle for cargos transportation is expressed by combined fuel consumption. The fuel consumption limits of diesel goods vehicle (single vehicle), diesel dump truck (single vehicle) and concrete truck mixer (single vehicle), as well as diesel semi-trailer towing vehicle and tractor truck are shown in Table 1, Table 2 and Table 3 respectively. The limits of fuel consumption for gasoline-fueled commercial vehicle for cargos transportation is 1.15 times of those for gasoline-fueled commercial vehicle for cargos transportation of the same vehicle mass (the value is rounded to one decimal place).
