1 General Provisions
1.0.1 This code is formulated with view to strengthening quality management of municipal wastewater treatment plant engineering, unifying acceptance criteria of municipal wastewater treatment plant engineering, guaranteeing constructional quality and realizing cost effectiveness, safety and reliability.
1.0.2 This code is applicable to quality acceptance of constructed, renovated and extended municipal wastewater treatment plant engineering.
1.0.3 Quality acceptance of municipal wastewater treatment plant engineering shall not only meet the requirements of this code, but also comply with those stipulated in the current relevant standards.
2 Terms
2.0.1 wastewater treatment plant
the place where wastewater and sludge are purified and treated by physical, chemical, biological and other methods, which is also referred to as water treatment plant and water reclamation plant
2.0.2 functional test
the process of testing and inspecting use function and safety performance of unit, division and section works of wastewater treatment plant
2.0.3 single trial operation
the operation test process carried out after installation of equipment with independent use functions
2.0.4 combined trial operation
the operation test process of on-load linkage test for the system treatment facilities and equipment carried out in order to verify the safety and reliability of the system
3 Basic Requirements
3.1 General Requirements
3.1.1 Quality acceptance of wastewater treatment plant engineering shall be participated by the development, survey, design, construction, supervision, operation and other units.
3.1.2 Requirements for all participants in the quality acceptance of the wastewater treatment plant engineering shall be determined in combination with actual engineering conditions.
3.1.3 Development unit shall organize to develop quality acceptance plan of wastewater treatment plant engineering, which shall cover the following contents:
1 Organizational form of acceptance;
2 Reference standards and documents of acceptance;
3 Steps and procedures of acceptance;
4 Time, schedule and plan of acceptance;
5 Acceptable quality level (AQL).
3.1.4 Instruments, apparatus, equipment and inspection tools used in the quality acceptance of wastewater treatment plant engineering can be used only after they pass the verification by the metrological verification institution.
3.1.5 Inspection methods for the quality acceptance of wastewater treatment plant engineering shall include conducting visual inspection, inspecting various records, inspecting test (inspection) report and conducting actual measurement and shall meet the following requirements:

3.1.6 Record completed during quality acceptance of wastewater treatment plant engineering shall not only be accurate and complete, but also meet the relevant requirements of current national standards GB/T 50328 Code for Construction Project Document Filing and Arrangement and JGJ/T 185 Management Specification of Construction Engineering Documentation.
3.1.7 Constructional quality of the wastewater treatment plant engineering shall not only meet the relevant requirements of current national standards, but also comply with engineering construction document, survey and design document and equipment technical documents.
3.1.8 In the quality acceptance of wastewater treatment plant engineering, the following documents shall be provided:
1 Engineering construction project contract;
2 Geological survey information, construction drawing design document and design change;
3 Construction organization design and special construction scheme;
4 Construction record, test record, inspection record, supervision inspection record as well as quality inspection record and engineering meeting minute of unit (subunit) work, division (subdivision) work, section work and inspection lot items of the wastewater treatment plant;
5 Inspection and acceptance documents applied in four new techniques, including special scheme and expert demonstration document, etc.;
6 Other documents to be verified.
3.1.9 After the engineering passes the comprehensive completion acceptance, development unit shall put the completion acceptance report and relevant documents on file.
3.2 Requirements of Acceptance of Constructional Quality
3.2.1 Acceptance of constructional quality shall be divided into acceptance of unit (subunit) work, division (subdivision) work, section work and inspection lot of structure (building) engineering, acceptance of unit (subunit) work, division (subdivision) work and section work of installation engineering, acceptance of auxiliary engineering, acceptance of combined trial operation and comprehensive completion acceptance.
3.2.2 Division of acceptance of constructional quality shall meet the following requirements:
1 Unit (subunit) work shall have independent construction conditions and be able to form independent use function or can be regarded as seperate cost accounting object;
2 Division (subdivision) work shall be divided by technicality or construction position and other;
3 Section work shall be divided by main work type, material or construction process, equipment category and other;
4 Section work can be consisted of one or several inspection lots, which may be dividied according to construction and quality control and professional acceptance requirements.
3.2.3 Wastewater treatment plant engineering shall be subject to division of acceptance according to those specified in Annex A and be examined by the supervision unit. Any part uncovered in Annex A hereof can be determined by the development unit after the negatiation with the construction and supervision units.
3.2.4 Acceptance record of wastewater treatment plant structure engineering shall be completed according to the format specified in the current national standards GB 50300 Unified Standard for Constructional Quality Acceptance of Building Engineering and GB 50141 Code for Construction and Acceptance of Water and Sewerage Structures; acceptance record of installation engineering shall be completed according to the format specified in the current national standards GB 50252 Unified Standard for Constructional Quality Acceptance of Industrial Installation Engineering and GB 50268 Code for Construction and Acceptance of Water and Sewerage Pipeline Works; records for equipment single trial operation shall be completed according to the format specified in the Annex B hereof, while the records for equipment combined trial operation shall be completed according to the format specified in Annex C hereof.
3.2.5 Quality acceptance of unit (subunit) work, division (subdivision) work, section work and inspection lot of structure (building) engineering shall meet the relevant requirements of the current national standards GB 50300 Unified Standard for Constructional Quality Acceptance of Building Engineering and GB 50141 Code for Construction and Acceptance of Water and Sewerage Structures.
3.2.6 Quality acceptance of unit (subunit) work, division (subdivision) work and section work of installation engineering shall meet the relevant requirements of the current national standards GB 50252 Unified Standard for Constructional Quality Acceptance of Industrial Installation Engineering and GB 50268 Code for Construction and Acceptance of Water and Sewerage Pipeline Works.
3.2.7 Quality acceptance of auxiliary engineering shall meet the relevant requirements of Chapter 12 herein.
3.2.8 Quality acceptance of combined trial operation shall meet the relevant requirements of Chapter 13 herein.
3.2.9 Comprehensive completion quality acceptance shall meet the following requirements:
1 Quality acceptance of all unit (subunit) works shall be qualified;
2 Acceptance of combined trial operation shall be qualified;
3 Quality acceptance record shall be complete;
4 Projects with respect to safety, energy conservation, environmental protection and main use functions shall pass the acceptance.
3.3 Procedure and Organization of Acceptance of Constructional Quality
3.3.1 Quality acceptance of wastewater treatment plant engineering shall be organized by the development unit or supervision unit and participated by the construction, supervision, survey, design, operation and other unit.
3.3.2 Procedure and organization of quality acceptance of wastewater treatment plant engineering shall meet the following requirements:
1 The professional supervision engineer shall organize the professional project quality inspector and professional construction foreman of the construction unit to carry out the acceptance of inspection lot.
2 The professional supervision engineer shall organize professional project technical leader of the construction unit to carry out the acceptance of the section work.
3 The chief supervision engineers shall organize supervision engineers, construction unit project leader and project technical leaders of various disciplines to carry out the acceptance of the division (subdivision) work. The project leaders of survey and design units and technical and quality department leaders of the construction unit shall participate in the acceptance of section works of foundation; project leader of the design unit and technical and quality department leaders of the construction unit shall participate in the acceptance of section projects such as main structure and main electromechanical equipment installation.
4 Project leader of the development unit shall organize the project leaders of the supervision, construction, design and other units to carry out the acceptance of the unit (subunit) work.
5 After the wastewater treatment plant passes the acceptance of unit (subunit) work, the project leader of the development unit shall organize project leaders of the supervision, construction, survey, design and other units to carry out the combined trial operation, and the construction unit shall submit comprehensive completion report of the engineering to the development unit and apply for comprehensive completion accpetance of the engineering.
6 Upon receipt of the application report for comprehensive completion of the engineering, the development unit shall organize acceptance committee or acceptance team to carry out the comprehensive completion acceptance of the engineering. The acceptance committee or acceptance team shall consist of relevant leaders of the construction, survey, design, construction, supervision, operation and management and other units as well as safety, fire-fighting, environmental protection and other personnel concerned.
7 After the comprehensive completion acceptance is qualified, the development unit shall timely submit the comprehensive completion acceptance report of the engineering.
3.3.3 After the comprehensive completion acceptance of the wastewater treatment plant engineering, the development unit shall put relevant development document, survey and design documents, construction document, acceptance document and other on file.
4 Engineering Survey
4.1 General Requirements
4.1.1 Acceptance of wastewater treatment plant engineering survey shall include acceptance of horizontal and vertical control network survey, acceptance of construction survey of structure (building), pipeline, equipment installation and ancillary and auxiliary engineering, acceptance of engineering settlement observation, and acceptance of inflow/outflow elevation and position of wastewater treatment plant.
4.1.2 In the acceptance of engineering survey, the following documents shall be inspected:
1 Acceptance and inspection application documents of engineering survey;
2 Survey and stake delivery records;
3 Survey record of original torography and landform in plant area;
4 Construction survey record;
5 Supervision survey record;
6 Settlement observation record;
7 Verification report of measuring instruments and tools;
8 Other relevant documents.
4.1.3 In the acceptance of engineering control survey, horizontal control network and vertical control network in the plant area shall be actually measured.
4.1.4 Control axis of the wastewater treatment plant engineering may be selected at the position specified in the design drawing of the structure (building) and shall be closed in the control network.
4.1.5 Control coordinate and main axis of plant area as well as bolts and piles set at grid control point and vertical control point shall be regularly inspected, checked and re-surveyed.
4.1.6 Engineering construction survey shall be subject to intra-group re-survey system, recheck system and supervision re-survey system, for which a record shall be completed.
4.1.7 In the acceptance of equipment installation survey, equipment installation reference line, elevation reference point, elevation and plane position etc. shall be actually measured.

Any part uncovered in Annex A hereof can be determined by the development unit after the negatiation with the construction and supervision units.
3.2.4 Acceptance record of wastewater treatment plant structure engineering shall be completed according to the format specified in the current national standards GB 50300 Unified Standard for Constructional Quality Acceptance of Building Engineering and GB 50141 Code for Construction and Acceptance of Water and Sewerage Structures; acceptance record of installation engineering shall be completed according to the format specified in the current national standards GB 50252 Unified Standard for Constructional Quality Acceptance of Industrial Installation Engineering and GB 50268 Code for Construction and Acceptance of Water and Sewerage Pipeline Works; records for equipment single trial operation shall be completed according to the format specified in the Annex B hereof, while the records for equipment combined trial operation shall be completed according to the format specified in Annex C hereof.
3.2.5 Quality acceptance of unit (subunit) work, division (subdivision) work, section work and inspection lot of structure (building) engineering shall meet the relevant requirements of the current national standards GB 50300 Unified Standard for Constructional Quality Acceptance of Building Engineering and GB 50141 Code for Construction and Acceptance of Water and Sewerage Structures.
3.2.6 Quality acceptance of unit (subunit) work, division (subdivision) work and section work of installation engineering shall meet the relevant requirements of the current national standards GB 50252 Unified Standard for Constructional Quality Acceptance of Industrial Installation Engineering and GB 50268 Code for Construction and Acceptance of Water and Sewerage Pipeline Works.
3.2.7 Quality acceptance of auxiliary engineering shall meet the relevant requirements of Chapter 12 herein.
3.2.8 Quality acceptance of combined trial operation shall meet the relevant requirements of Chapter 13 herein.
3.2.9 Comprehensive completion quality acceptance shall meet the following requirements:
1 Quality acceptance of all unit (subunit) works shall be qualified;
2 Acceptance of combined trial operation shall be qualified;
3 Quality acceptance record shall be complete;
4 Projects with respect to safety, energy conservation, environmental protection and main use functions shall pass the acceptance.
3.3 Procedure and Organization of Acceptance of Constructional Quality
3.3.1 Quality acceptance of wastewater treatment plant engineering shall be organized by the development unit or supervision unit and participated by the construction, supervision, survey, design, operation and other unit.
3.3.2 Procedure and organization of quality acceptance of wastewater treatment plant engineering shall meet the following requirements:
1 The professional supervision engineer shall organize the professional project quality inspector and professional construction foreman of the construction unit to carry out the acceptance of inspection lot.
2 The professional supervision engineer shall organize professional project technical leader of the construction unit to carry out the acceptance of the section work.
3 The chief supervision engineers shall organize supervision engineers, construction unit project leader and project technical leaders of various disciplines to carry out the acceptance of the division (subdivision) work. The project leaders of survey and design units and technical and quality department leaders of the construction unit shall participate in the acceptance of section works of foundation; project leader of the design unit and technical and quality department leaders of the construction unit shall participate in the acceptance of section projects such as main structure and main electromechanical equipment installation.
4 Project leader of the development unit shall organize the project leaders of the supervision, construction, design and other units to carry out the acceptance of the unit (subunit) work.
5 After the wastewater treatment plant passes the acceptance of unit (subunit) work, the project leader of the development unit shall organize project leaders of the supervision, construction, survey, design and other units to carry out the combined trial operation, and the construction unit shall submit comprehensive completion report of the engineering to the development unit and apply for comprehensive completion accpetance of the engineering.
6 Upon receipt of the application report for comprehensive completion of the engineering, the development unit shall organize acceptance committee or acceptance team to carry out the comprehensive completion acceptance of the engineering. The acceptance committee or acceptance team shall consist of relevant leaders of the construction, survey, design, construction, supervision, operation and management and other units as well as safety, fire-fighting, environmental protection and other personnel concerned.
7 After the comprehensive completion acceptance is qualified, the development unit shall timely submit the comprehensive completion acceptance report of the engineering.
3.3.3 After the comprehensive completion acceptance of the wastewater treatment plant engineering, the development unit shall put relevant development document, survey and design documents, construction document, acceptance document and other on file.
4 Engineering Survey
4.1 General Requirements
4.1.1 Acceptance of wastewater treatment plant engineering survey shall include acceptance of horizontal and vertical control network survey, acceptance of construction survey of structure (building), pipeline, equipment installation and ancillary and auxiliary engineering, acceptance of engineering settlement observation, and acceptance of inflow/outflow elevation and position of wastewater treatment plant.
4.1.2 In the acceptance of engineering survey, the following documents shall be inspected:
1 Acceptance and inspection application documents of engineering survey;
2 Survey and stake delivery records;
3 Survey record of original torography and landform in plant area;
4 Construction survey record;
5 Supervision survey record;
6 Settlement observation record;
7 Verification report of measuring instruments and tools;
8 Other relevant documents.
4.1.3 In the acceptance of engineering control survey, horizontal control network and vertical control network in the plant area shall be actually measured.
4.1.4 Control axis of the wastewater treatment plant engineering may be selected at the position specified in the design drawing of the structure (building) and shall be closed in the control network.
4.1.5 Control coordinate and main axis of plant area as well as bolts and piles set at grid control point and vertical control point shall be regularly inspected, checked and re-surveyed.
4.1.6 Engineering construction survey shall be subject to intra-group re-survey system, recheck system and supervision re-survey system, for which a record shall be completed.
4.1.7 In the acceptance of equipment installation survey, equipment installation reference line, elevation reference point, elevation and plane position etc. shall be actually measured.
4.1.8 In the setting-out of the trenching for various underground pipelines in the plant are, axis, elevation and section shall be controlled.
