GB/T 18384 consists of the following parts, under the general title Electrically Propelled Road Vehicles — Safety Specifications:
— Part 1: On-board Rechargeable Energy Storage System (REESS);
— Part 2: Vehicle Operational Safety Means and Protection against Failures;
— Part 3: Protection of Persons against Electric Shock.
This part is the Part 3 of GB/T 18384.
This part was drafted in accordance with the rules given in GB/T 1.1-2009.
This part replaces GB/T 18384.3-2001 Electric Vehicles — Safety Specification — Part 3: Protection of Persons against Electric Hazards; except clause structure difference and editorial changes, the following technical deviations have been made with respect to the GB/T 18384.3-2001 (the previous edition):
— The application scope was modified (see Clause 1 of this standard and Edition 2001);
— The terminologies and definitions defined in GB/T 19596 were deleted (see Clause 3 of Edition 2001);
— The definition of "rechargeable energy storage system" was added (see 3.1);
— The definition of "voltage class A electric circuits" was added (see 3.2);
— The definition of "voltage class B electric circuits" was added (see 3.3);
— The definition of "basic protection" was added (see 3.4);
— The definition of "barrier" was added (see 3.5);
— The definition of "enclosure" was added (see 3.6);
— The definition of "potential equalization" was modified (see 3.7);
— The definition of "balance of electric power system" was added (see 3.8);
— The division of voltage class was modified (see Clause 4 of this standard and Edition 2001);

— The method of withstand voltage test was modified (see 7.3 of this standard and 6.2.3 of Edition 2001);
— The method of potential equalization test was modified (see 7.4 of this standard and 6.4 of Edition 2001);
— The requirements of protection against water effects were modified (see Clause 8 of this standard and Clause 7 of Edition 2001).
This part has been redrafted and modified adoption of International Standard ISO 6469-3:2011 Electrically Propelled Road Vehicles — Safety Specifications — Part 3: Protection of Persons against Electric Shock.
The main technical differences between this part and ISO 6469-3: 2011 and their reasons are as follows:
— Some terminologies and definitions were deleted because they have been defined in GB/T 19596, see Clause 3;
— The description of environmental and operating conditions in Clause 4 of ISO 6469-1:2009 was deleted because the relevant contents are contained in the experimental conditions, and the subsequent clauses and sections were renumbered in sequence, see Clause 4;
— The requirements of protection against water effects were added;
— The requirements of REESS impact test were deleted because there are corresponding impact standards in China, and the subsequent clauses and sections were renumbered in sequence, see Clause 7.
This part was proposed by the Ministry of Industry and Information Technology of the People's Republic of China.
This part is under the jurisdiction of the National Technical Committee on Automobiles of Standardization Administration of China (SAC/TC 114).
This part was issued in July, 2001 as first edition, and this is the first revision.
Electrically Propelled Road Vehicles — Safety Specifications — Part 3: Protection of Persons against Electric Shock
1 Scope
This part of GB/T 18384 specifies requirements for the electric propulsion systems and conductively connected auxiliary electric systems, if any, of electrically propelled road vehicles for the protection of persons inside and outside the vehicle against electric shock.
This part is applicable to the electrically propelled road vehicles whose maximum working voltage of on-board propulsion system is voltage class B. Electric motorcycles and electric mopeds may also refer to the provisions of this standard.
This part is not applicable to vehicles not primarily intended as road vehicles, such as material handling trucks and forklifts.
This part does not provide comprehensive safety information for manufacturing, maintenance and repair personnel of electrically propelled road vehicles.

3 Terms and Definitions
For the purposes of this document, the terms and definitions defined in GB/T 19596 and the following ones apply.

rechargeable energy storage system
REESS
system that stores energy for delivery of electric energy and which is rechargeable, such as batteries, capacitors
3.2
voltage class A electric circuits
the electric component or circuit whose maximum working voltage is less than or equal to 30Va.c. (rms) or 60 Vd.c.
3.3
voltage class B electric circuits
the electric component or circuit whose maximum working voltage is larger than 30 Va.c. (rms) and is less than or equal to 1,000 Va.c.(rms), or is larger than 30 Vd.c. and is less than or equal to 1,500 Vd.c
3.4
basic protection
protection against direct contact of live parts in case of failure free
3.5
barrier
the part which is able to prevent direct contact in any common access direction
3.6
enclosure
the part used for protecting the equipment against some kind of external influence or direct contact in any direction
Note: external influences may include entry of water or dust, enclosure can prevent mechanical damage.
3.7
potential equalization
minimization of potential difference between the exposed conductive parts of electrical equipment
3.8
balance of electric power system
the voltage class B electric circuits left after all REESS and fuel cell stack are disconnected
4 Voltage Class
The electrical components or circuits shall be rated as follows by their maximum working voltage, U, as shown in Table1.
