This document is developed in accordance with the rules given in GB/T 1.1-2020 Directives for standardization — Part 1: Rules for the structure and drafting of standardizing documents. This document is Part 7 of GB/T 40006 Plastics — Recycled plastics. The following parts of GB/T 40006 have been published: ——Part 1: General rules; ——Part 2: Polyethylene (PE) materials; ——Part 3: Polypropylene (PP) materials; ——Part 5: Acrylonitrile-butadiene-styrene (ABS) materials; ——Part 6: Polystyrene(PS) and impact-resistant polystyrene(PS-I) materials; ——Part 7: Polycarbonate (PC) materials; ——Part 8: Polyamide (PA) materials; ——Part 9: Poly (ethylene terephthalate) (PET) materials. Attention is drawn to the possibility that some of the elements of this document may be the subject of patent rights. The issuing body of this document shall not be held responsible for identifying patent rights. This document was proposed by China Petroleum and Chemical Industry Federation. This document is under the jurisdiction of the National Technical Committee on Iron and Steel of Standardization Administration of China (SAC/TC 15). Introduction Plastic industry is an important pillar field of national economy. As this industry develops rapidly and plastic products are extensively used in China, their recycling becomes an important problem as well as one method of facilitating sustainable development of plastics; meanwhile, it provides an effective way to address environmental protection problems such as "white pollution". At present, there is no domestic product standard for plastic recycling as well as no standard to follow in this industry. Therefore, a series of national standards of GB/T 40006 Plastics — Recycled plastics are thus formulated. According to the characteristics of plastic products, this series of standards is proposed to be composed of 12 parts, among which Part 1: General rules stipulates the general requirements such as designation, terminology and odor grade, content of restricted substances, radioactivity, etc., while the rest of the standards stipulate the technical requirements of recycled plastics of this material according to the type of plastics in addition to the common requirements of General rules. This series of standards intends to consist of the following 12 parts under the general title "Plastics — Recycled Plastics": ——Part 1: General rules; ——Part 2: Polyethylene (PE) materials; ——Part 3: Polypropylene (PP) materials; ——Part 4: Polyolefin mixture materials; ——Part 5: Acrylonitrile-butadiene-styrene (ABS) materials; ——Part 6: Polystyrene(PS) and impact-resistant polystyrene(PS-I) materials; ——Part 7: Polycarbonate (PC) materials; ——Part 8: Polyamide (PA) materials; ——Part 9: Poly (ethylene terephthalate) (PET) materials. ——Part 10: Polybutylene terephtalate (PBT) materials; ——Part 11: Polyvinyl chloride (PVC) materials; ——Part 12: Polymethyl methacrylate (PMMA) materials. This document is Part 7 of GB/T 40006. In this document, the characteristic properties of recycled PC plastics are specified according to the characteristics of PC materials. When defining these property requirements, both the standard requirements of native PC materials and the characteristics of recycled PC plastics materials are considered. Plastics — Recycled plastics — Part 7: Polycarbonate (PC) materials 1 Scope This document specifies the classification and designation, requirements, test methods, inspection rules, marking, packaging, transportation and storage of recycled PC plastics. This document is applicable to recycled PC plastics granules made of waste polycarbonate plastics by screening, sorting, cleaning, melting extrusion and granulation, and other processes. The matrix of the recycled PC plastic is thermoplastic polyester containing carbonic acid and aromatic diphenol compounds specified in GB/T 35513.1, and the polyester may be homopolymer, copolymer or mixture of the two. This document does not apply to recycled PC plastics from hazardous wastes such as medical wastes, pesticide packaging and radioactive wastes. This document does not apply to mixed recycled plastics of polycarbonate and other resin materials. 2 Normative references The following referenced documents are indispensable for the application of this document.
