1 General provisions
1.0.1 This standard is formulated with a view to implementing the relevant national principles and policies in the design and construction of fuelling stations, unifying technical requirements and achieving the goal of safety and serviceability, technical advancement and economic rationality.
1.0.2 This standard is applicable to the design and construction of constructed, extended and renovated oil fuelling station, gas fuelling station, oil and gas combined fuelling station, oil and hydrogen combined fuelling station, gas and hydrogen combined fuelling station, and oil and gas and hydrogen combined fuelling station engineerings.
1.0.3 In addition to this standard, the design and construction of fuelling stations shall also comply with those stipulated in the current relevant standards of the nation.
2 Terms and abbreviations
2.1 Terms
2.1.1 fuelling station
location for filling motor vehicles with vehicle fuels, including gasoline, diesel oil, LPG, CNG, LNG, gaseous hydrogen and liquefied hydrogen, which is a generic term for oil fuelling station, gas fuelling station, oil and gas combined fuelling station, oil and hydrogen combined fuelling station, gas and hydrogen combined fuelling station, and oil and gas and hydrogen combined fuelling station
2.1.2 oil fuelling station
location equipped with oil storage facilities for filling motor vehicles with gasoline (including methanol gasoline, ethanol gasoline), diesel oil and other vehicle fuels by oil dispensers
2.1.3 gas fuelling station
location equipped with gas storage facilities for filling motor vehicles with vehicle fuel gases such as vehicle LPG, CNG and LNG by gas dispensers
2.1.4 LPG fuelling station
location for filling LPG storage cylinders with vehicle LPG and providing other services for convenience
2.1.5 CNG fuelling station
generic term for various CNG fuelling stations.
2.1.6 conventional CNG fuelling station
location where natural gas is taken from the natural gas pipeline outside the station, processed and pressurized into vehicle CNG, and then filled into the CNG storage cylinders for vehicles by gas dispensers
2.1.7 primary CNG fuelling station
location where natural gas is taken from the natural gas pipeline outside the station, processed and pressurized into CNG, and then filled into CNG tube trailers or tube bundle containers serving secondary CNG fuelling stations by dispensing poles
2.1.8 secondary CNG fuelling station
location where CNG is brought in by CNG tube trailer or tube bundle container, and is filled into the CNG storage cylinders for vehicles by gas dispensers
2.1.9 LNG fuelling station
location equipped with LNG storage facilities for filling LNG storage cylinders with vehicle LNG by LNG dispenser
2.1.10 L-CNG fuelling station
location where LNG can be transformed into CNG, and vehicle CNG can be filled into CNG storage cylinders
2.1.11 hydrogen fuelling facilities
generic term for hydrogen fuelling process equipment, pipelines and other systems, including high pressure gaseous hydrogen storage and fuelling facilities, liquefied hydrogen storage and fuelling facilities, and hydrogen fuel storage and transportation facilities
2.1.12 oil and gas combined fuelling station
location equipped with oil (gas) storage facilities for filling the motor vehicles with vehicle fuels and vehicle gases
2.1.13 oil and hydrogen combined fuelling station
location for filling both the fuel tanks of automobiles with gasoline or diesel oil, and the hydrogen storage cylinders of hydrogen powered vehicles with gaseous hydrogen or liquefied hydrogen
2.1.14 gas and hydrogen combined fuelling station
location for filling both the storage cylinders of natural gas vehicles with compressed natural gas or liquefied natural gas, and the hydrogen storage cylinders of hydrogen powered vehicles with gaseous hydrogen or liquefied hydrogen
2.1.15 oil and gas and hydrogen combined fuelling station
location for filling the oil tanks of automobiles with gasoline or diesel oil, the storage cylinders of natural gas vehicles with compressed natural gas or liquefied natural gas, and the hydrogen storage equipment of hydrogen vehicles with gaseous hydrogen or liquefied hydrogen
2.1.16 combined fuelling station
generic term for oil and hydrogen combined fuelling station, gas and hydrogen combined fuelling station, and oil and gas and hydrogen combined fuelling station
2.1.17 station house
buildings used for management, operation and provision of other services for convenience in fuelling stations
2.1.18 operation area
area where the process equipment is arranged in fuelling stations, the boundary line of which is the boundary line of equipment explosive hazardous area plus 3m, and is the outer edge of equipment plus 3m for diesel-fuelling equipment
2.1.19 auxiliary service area
area outside the operation area within the boundary line of the fuelling station
2.1.20 safe-break valve
special protective device installed on the hoses of oil dispensers, gas dispensers, hydrogen dispensers and dispensing (bleeding) poles, able to automatically break under the action of a certain external force into two sections which have a self-sealing function, to prevent the hoses from leaking due to breaking
2.1.21 piping components
components for connecting or assembling pipelines, including pipes, fittings, valves, flanges, gaskets, fasteners, joints, pressure-resistant hoses, filters and flame arresters
2.1.22 process equipment
generic term for liquid fuel unloading interface, oil tank, LPG tank, LNG tank, CNG storage cylinder, CNG (H2) storage well, gaseous hydrogen storage vessel, liquefied hydrogen storage tank, oil dispenser, gas (hydrogen) dispenser, gas (hydrogen) dispensing (bleeding) pole, breather pipe (vent pipe), CNG and hydrogen tube trailer, LPG pump, LNG pump, CNG compressor, LPG compressor, LNG gasifier, hydrogen compressor, liquefied hydrogen booster pump, liquefied hydrogen gasifier, etc. in fuelling stations

ground fuelling device of which the fire-proof and explosion-proof oil tank, oil dispenser, automatic fire extinguisher and other equipment and their accessories are integrally assembled in a steel skid
2.1.32 self-service oil fuelling station (area)
oil fuelling station (area) equipped with appropriate safety protection facilities, where customers can complete the vehicle fuelling operation by themselves
2.1.33 buried LPG tank

device for storing CNG by assembling several cylinder pressure vessels on a skid together with corresponding connecting pipes, valves and safety accessories
2.1.40 CNG fixed storage facility
generic term for aboveground or underground storage cylinders (groups) and storage wells installed in fixed positions
2.1.41 CNG storage facility
generic term for gas cylinders (groups), storage wells and on-board storage cylinder groups for storing CNG
2.1.42 total volume of CNG storage facility
